The Standing Committee of the Provincial Party Committee Held a Meeting to Earnestly Study and Implement the Spirit of General Secretary Xi Jinping’s Important Speeches and Articles, and to Study and Deploy Work on Building a Higher-Level Safe Zhejiang and a Law-Based Zhejiang, among Other Tasks.

On the morning of March 17, the Standing Committee of the Provincial Party Committee held a meeting to convey and study the spirit of General Secretary Xi Jinping’s important speech during the 19th collective study session of the Political Bureau of the CPC Central Committee and his important article “Economic Work Must Properly Coordinate Several Important Relationships,” published in Qiushi Journal; to hear a report on the spirit of the 2025 Conference on Work Related to Taiwan and on the province’s overall work in this area; and to deliberate on studying and implementing the deployment and requirements of the Central Commission for Discipline Inspection and the National Supervisory Commission regarding the focused rectification of misconduct and corruption that directly affect the people.

The meeting emphasized the need to thoroughly study and deeply understand the spirit of General Secretary Xi Jinping’s important speeches, unswervingly implement the Overall National Security Concept, firmly uphold the principle that “development is the absolute truth, and so is security,” further clarify the substantive meaning and specific standards of building a higher-level safe and law-based Zhejiang, adhere to and develop the Fengqiao Experience for the new era, advance the modernization of the grassroots governance system and governance capacity, improve and refine the risk monitoring, early-warning, and response mechanisms, safeguard the bottom line of political security, deepen the rule-of-law-based prevention and resolution of conflicts and disputes as well as the handling of public complaints and petitions, effectively prevent and defuse risks in key areas, earnestly carry out disaster prevention and mitigation and work on workplace safety, resolutely guard against the occurrence of serious and extremely serious disasters, promote the positive interaction between high-quality development and high-level security, and strive to build a higher-level safe and law-based Zhejiang.

The meeting emphasized the need to thoroughly study and deeply understand the spirit of General Secretary Xi Jinping’s important articles, fully implement the arrangements made at the Central Economic Work Conference and the spirit of the Two Sessions, uphold the principle of putting hard work first and practical results above all else, resolutely shoulder the responsibility of a major economic province in playing a leading role, firmly focus on the core task of promoting high-quality development and building a demonstration zone for common prosperity, comprehensively advance key tasks, priority projects, and major reforms, strengthen services and guarantees for the construction of major projects, continuously ensure smooth channels and effective mechanisms for implementing policies, reinforce the clear orientation of evaluating merit based on concrete achievements and tangible results, tailor work priorities to local conditions, earnestly and effectively carry out all deployments of the Provincial Party Committee, let progress, data, projects, and outcomes speak for themselves, ensure a strong start and a good beginning in the first quarter, and strive to make greater contributions to the overall national agenda.

The meeting heard a report on the spirit of the 2025 Work Conference on Taiwan Affairs and on the province’s overall work related to Taiwan, emphasizing the need to thoroughly implement General Secretary Xi Jinping’s important expositions on Taiwan affairs and the Party’s overarching strategy for resolving the Taiwan question in the new era. It called for strengthening Zhejiang–Taiwan exchanges and cooperation, actively advancing the construction of the Cross-Strait (Shaoxing) Digital Industry Cooperation Zone and the Cross-Strait (Wenzhou) Greater Health Industrial Park, successfully hosting the Cross-Strait Youth Development Forum, deepening youth and cultural exchanges across the Strait, promoting the integrated development of Zhejiang and Taiwan, and making greater contributions from Zhejiang to the unwavering advancement of the great cause of national reunification.

The meeting thoroughly studied and implemented the deployment requirements of the Central Commission for Discipline Inspection and the National Supervisory Commission on the focused rectification of misconduct and corruption affecting the people, emphasizing the need to earnestly apply General Secretary Xi Jinping’s important thought on the Party’s self-revolution. In conjunction with in-depth study and education on the spirit of the CPC Central Committee’s Eight-Point Decision on Improving Conduct, the meeting called for fully implementing all deployment requirements for the focused rectification campaign in accordance with the standards of taking the lead and setting an example, so as to extend comprehensive and strict Party governance to the grassroots level. It is imperative to continuously strengthen big-data-based oversight of public power, maintain sustained efforts to punish “petty corruption” and “ant-sized corruption,” and further deepen the rectification of prominent problems in areas such as school meal programs, management of rural collective “three assets,” oversight of the use of funds for rural revitalization, management of medical insurance funds, and elderly care services. At the same time, we must vigorously advance the special campaign to address corruption and disorder in the funeral service sector, thoroughly investigate the institutional loopholes and regulatory blind spots underlying these problems, draw broader lessons from individual cases, identify and fill gaps, and ensure that the positive outcomes of the focused rectification work provide stronger guarantees for high-quality development and the building of demonstration zones for common prosperity.
