Xi Jinping Stresses During His Participation in the Jiangsu Delegation’s Deliberations That Major Economic Provinces Should Focus on Studying New Conditions and Solving New Problems to Generate Practical Experience.

On the afternoon of March 5, Xi Jinping, General Secretary of the CPC Central Committee, President of the People’s Republic of China, and Chairman of the Central Military Commission, emphasized during his participation in the deliberations of the Jiangsu delegation at the Fourth Session of the 14th National People’s Congress that accomplishing the economic and social development goals and tasks for the 15th Five-Year Plan period will require addressing a more complex environment and resolving a greater number of deep-seated contradictions. As major economic provinces such as Jiangsu stand at the forefront of reform and opening-up, they must devote substantial effort to studying new situations and solving new problems, and thereby accumulate valuable experience.
The Jiangsu delegation engaged in vigorous and lively deliberations. Six delegates—Shi Zhijun, Zhang Xiaohong, Shi Lei, Yang Hengjun, Gao Derong, and Zhang Yufei—each delivered remarks on advancing new-type industrialization, fostering the integration of technological and industrial innovation, intensifying efforts to master critical core technologies, building beautiful countryside, addressing challenges in the seed industry, and promoting the spirit of sport.
After listening to the remarks of all participants, Xi Jinping delivered a speech in which he expressed his approval of the Government Work Report and, drawing on Jiangsu’s specific circumstances, set forth clear requirements for effectively advancing economic and social development during the 15th Five-Year Plan period.
Xi Jinping pointed out that developing new-quality productive forces is of paramount importance for promoting high-quality development and enhancing economic competitiveness, and Jiangsu enjoys a solid foundation in this regard, so it should strive to take the lead. It is essential to advance education, science and technology, and talent development in a coordinated manner, aiming to achieve new breakthroughs in strengthening original innovation and tackling key core technologies to secure strategic technological advantages; to explore new approaches for fostering deep integration among the innovation chain, industrial chain, financial chain, and talent chain and for promoting the efficient translation and application of scientific and technological achievements; to break new ground in optimizing and upgrading traditional industries, cultivating and expanding emerging industries, and proactively planning for future industries; and to attain new results in further deepening reform and removing institutional and mechanistic barriers that impede the development of new-quality productive forces.
Xi Jinping emphasized that only when major economic provinces maintain a solid development foundation and strong resilience to external shocks can they provide robust support for the overall stability of the national economy. Jiangsu must continue to exert sustained efforts to enhance its economic resilience. It should strengthen its internal capabilities, consolidate its strengths, fully integrate into the unified national market, and thereby facilitate the smooth operation of the domestic circulation. At the same time, it should further expand high-standard opening-up, broadly tap into global markets, and better connect with international circulation. Moreover, it must adopt a bottom-line mindset to guard against all kinds of risks.
Xi Jinping pointed out that Chinese modernization is a form of modernization that delivers common prosperity for all the people. Jiangsu Province must accurately grasp the new expectations of the people for a better life and the new characteristics of livelihood work in the new context, proactively address such questions as how to achieve high-quality, full employment, how to increase the incomes of both urban and rural residents, and how to further enhance the level of basic public services and social security, and explore effective pathways for advancing common prosperity for all the people.
Xi Jinping emphasized that the more effective Party governance and self-discipline are, the stronger the institutional safeguards for economic and social development will be. It is essential to organize and carry out in-depth study and education on establishing and practicing a correct view of political achievements, guiding Party members and cadres to implement the overarching requirements of “upholding the Party’s public-spirited nature, striving for the people’s wellbeing, making sound decisions, and pursuing practical and diligent work,” so as to deliver tangible results that can stand the test of practice, the people, and history. We must simultaneously strengthen Party spirit, conduct, and discipline, integrate efforts to promote upright conduct with strict disciplinary enforcement and anti-corruption work, win the trust of the people through concrete achievements in comprehensively and strictly governing the Party, and rally powerful momentum for advancing the cause.
