He emphasized that building a Healthy China by 2035 is a strategic decision made by the CPC Central Committee, and that the 15th Five-Year Plan period is a crucial stage for achieving this goal; therefore, it is imperative to carry out comprehensive planning and accelerate implementation in order to make decisive progress.
On the eve of International Women’s Day, Xi Jinping, on behalf of the CPC Central Committee, extended festive greetings and best wishes to female deputies, female members, and female staff attending the Two Sessions; to women of all ethnic groups and sectors across the country; to our female compatriots in the Hong Kong Special Administrative Region, the Macao Special Administrative Region, and Taiwan; and to Chinese women living overseas.

At the joint panel meeting, six members—Wang Lu, Ma Xiuzhen, Lu Ke, Jiang Jiandong, Basang Zhuoma, and Liu Qifang—each delivered remarks on such topics as implementing a health-first development strategy, enhancing the quality of primary-level medical services, intensifying research and development in materials science and technology, advancing the R&D of innovative drugs, effectively preventing and treating high-altitude illnesses, and promoting public welfare and charitable causes.
After listening to the remarks of all participants, Xi Jinping delivered an important speech. He stated that he was delighted to engage in discussion with everyone and to hear their views and suggestions. On behalf of the CPC Central Committee, he extended sincere greetings to the members present, as well as to members of the China Association for Promoting Democracy and the Jiusan Society, to professionals in the fields of medicine and health, social welfare, and social security, and to the broad ranks of CPPCC members.
Xi Jinping pointed out that over the past year, the Chinese People’s Political Consultative Conference has conscientiously fulfilled its duties and responsibilities, offering advice and suggestions on such matters as planning for the 15th Five-Year Plan period, thereby making new contributions to the cause of the Party and the country. Organizations at all levels of the China Association for Promoting Democracy and the Jiusan Society, together with their broad membership, have actively participated in state affairs and engaged in social services, achieving new results in all areas of work. Members from the fields of medicine and health, as well as those in the sectors of social welfare and social security, have voluntarily devoted themselves to the vibrant practice of building a Healthy China and enhancing people’s wellbeing, demonstrating new achievements.
Xi Jinping emphasized that China is a socialist country and a developing nation with a huge population and still considerable disparities between urban and rural areas as well as among regions. In building a Healthy China, we must proceed from China’s national conditions, unswervingly follow the path of health and wellness development with Chinese characteristics, and steadfastly implement the guiding principles for health and wellness work in the new era. As the situation evolves, it is necessary to refine and improve certain specific policies and measures in the field of health and wellness; however, on fundamental issues, we must always remain clear-headed and maintain strategic resolve.
Xi Jinping pointed out that building a Healthy China is a systematic undertaking. In the face of the public’s growing and diversified health needs, it is essential to prioritize key areas and focus on initiatives that deliver broad benefits and have far-reaching impacts. To this end, we must concentrate our efforts and resources and adopt effective measures to strengthen the public health system, build a high-quality and efficient healthcare service system, and promote healthy and civilized lifestyles, thereby continuously achieving new successes.
Xi Jinping emphasized the need to establish a sound working framework in which Party committees provide unified leadership and Party and government bodies jointly assume responsibility, and to improve the policy and institutional system for health promotion, thereby providing robust institutional support for the building of a Healthy China. It is essential to further deepen reform and refine the mechanisms for coordinated development and governance of medical services, basic medical insurance, and pharmaceuticals. We should promote the translation and application of scientific and technological innovations, and advance the digital and intelligent transformation of public health. Strengthening Party building within the health sector will help mobilize the enthusiasm, initiative, and creativity of the broad ranks of medical personnel, intensify efforts to cultivate talent, uphold fine professional ethics and conduct, and foster a clean and upright environment throughout the industry.
Xi Jinping pointed out that building a Healthy China requires the concerted efforts of the entire society. The Chinese People’s Political Consultative Conference should fulfill its role as a specialized consultative body by conducting in-depth investigations and studies on relevant theoretical and practical issues and by putting forward pragmatic and effective policy recommendations. Members of the Agricultural Workers’ Party of China and the Jiusan Society, as well as professionals from the medical and health sectors and from the fields of social welfare and social security, should leverage their professional strengths and actively contribute their wisdom and expertise.
Shi Taifeng, He Wei, Wu Weihua, Shao Hong, Wang Dongfeng, Yang Zhen, and others attended the joint panel meeting.
