Wang Hao Chairs Special Provincial Party Committee Meeting: Ensuring the Annual Goals and Tasks for Building a High-Level, Culturally Strong Province Are Fully Implemented in Every Detail


On the morning of March 14, Wang Hao, Secretary of the Provincial Party Committee, presided over a special provincial party committee meeting to thoroughly study and implement Xi Jinping’s Thought on Culture and the spirit of General Secretary Xi Jinping’s important remarks during his inspection of Zhejiang. In accordance with the requirements of the mobilization and deployment conference on continuously deepening the “Eight Major Projects,” better fulfilling the cultural mission of the new era, and accelerating the building of a province strong in culture at a high level, the meeting adopted the guiding principle of “anchoring on the next five years, making precise plans for the next three years, and earnestly delivering results year by year.” It further broke down tasks, clarified responsibilities, and ensured rigorous implementation, so as to guarantee that all work is advanced in a solid and thorough manner, with concrete measures and tangible outcomes.

Liu Jie, Deputy Secretary of the Provincial Party Committee and Governor, together with provincial leaders Qiu Qiwen, Zhao Cheng, Lu Shan, Hu Wei, and Yin Xuequn, attended the meeting. The meeting heard briefings on the drafting of the 2025 work plan and task assignment documents, on policy support measures, and on related matters. Heads of key leading units—including the Publicity Department of the Provincial Party Committee, the Provincial Department of Finance, the Organization Department of the Provincial Party Committee, the Provincial Development and Reform Commission, the Provincial Department of Culture, Radio, Television and Tourism, the Zhejiang Daily Media Group, and the Provincial Federation of Social Sciences—spoke in turn, followed by deliberations and discussions.

The meeting emphasized the need to focus on key priorities and ensure meticulous task breakdown, centering on the “five new high grounds,” three “Culture Plus” reform and innovation initiatives, and seven priority areas of work. It called for steadfast adherence to high standards, high efficiency, and high quality in all efforts, so as to advance the tracing, forging, and dissemination of the soul of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era. Furthermore, it urged coordinated planning at a higher political level to mark the 20th anniversaries of the proposal of the “Lucid waters and lush mountains are invaluable assets” philosophy, the launch and implementation of the eight cultural development projects, and the articulation of the “Red Boat Spirit,” while intensifying efforts to achieve substantive breakthroughs in reform and innovation across such fields as “Culture + Technology,” “Culture + Tourism,” and “Culture + People’s Livelihood.” The goal is to accelerate the high-quality development of the cultural industry and ensure that the annual targets and tasks for building a province strong in culture at a high level are effectively implemented in every detail.

The meeting emphasized the need to improve working mechanisms, establish a closed-loop system, and optimize and refine project management, public disclosure of task lists, and milestone control mechanisms. Specifically, the approaches, platforms, and key leverage points outlined in the work plan should be broken down into specific projects, with clear definitions of project scope, annual tasks, lead agencies, and responsible entities. This will result in the creation of target and task lists, the development of timelines and progress bars, and the implementation of full-cycle dynamic management, coupled with regular monitoring and coordination of progress.

The meeting emphasized that cultural development is a multifaceted and complex systems engineering endeavor. It is essential to further clarify responsibilities, uphold a province-wide coordinated approach, strengthen overall planning and top-level design, and ensure that all relevant functional departments and lead agencies for key tasks do their utmost while working in close coordination. At the same time, local responsibilities at the city and county levels must be firmly assigned and rigorously enforced, policy support and operational guidance must be strengthened, and a powerful synergy must be forged through unified leadership and clear division of responsibilities.
