Wang Hao Chairs Meeting of the Provincial Party Committee Leading Group for Party Building Work, Thoroughly Carrying Out Study and Education on Deeply Implementing the Spirit of the Central Eight-Point Regulations


On the morning of March 17, Wang Hao, Secretary of the Provincial Party Committee and Head of the Provincial Party Committee’s Leading Group for Party Building, presided over a meeting of the group to convey and study the important speech and key instructions of General Secretary Xi Jinping on thoroughly implementing the spirit of the CPC Central Committee’s Eight-Point Decision on Improving Conduct, fully carry out the arrangements and requirements set forth at the meeting of the CPC Central Committee’s Leading Group for Party Building, and deliberate and deploy province-wide study and education initiatives.

Members of the Provincial Party Committee’s Leading Group for Party Building attended the meeting. The meeting heard a report on the proposed overall plan for study and education in our province.

The meeting noted that the CPC Central Committee has decided to launch, throughout the Party from after this year’s Two Sessions through July, an in-depth study and education campaign on thoroughly implementing the spirit of the CPC Central Committee’s Eight-Point Decision on Improving Conduct. General Secretary Xi Jinping personally planned and determined the theme of this campaign, delivered important speeches, and issued specific instructions, thereby fully demonstrating the utmost importance he attaches to improving Party conduct and carrying out such study and education. We must, from the political standpoint of firmly upholding the “two establishments” and resolutely safeguarding the “two safeguards,” deeply understand General Secretary Xi Jinping’s important expositions on strengthening Party conduct as well as the spirit of the CPC Central Committee’s Eight-Point Decision on Improving Conduct and its detailed implementation rules. We must resolutely align our thinking and actions with the CPC Central Committee’s decisions and arrangements for launching this study and education campaign, steadfastly govern the Party with a reform-minded approach and stringent standards, promote the institutionalization and long-term effectiveness of efforts to improve Party conduct, consolidate and deepen the achievements of thematic education and Party discipline study and education, guide the broad ranks of Party members and cadres to unremittingly implement the spirit of the CPC Central Committee’s Eight-Point Decision on Improving Conduct, further temper our Party spirit and raise our ideological awareness through study and education, and continuously translate the outcomes of this campaign into concrete, tangible results that drive development, thereby providing strong disciplinary and work-style guarantees for high-quality development and the building of demonstration zones for common prosperity.

The meeting emphasized the need to focus on key tasks, integrating the study and education campaign with the thorough implementation of the CPC Central Committee’s major decisions and arrangements, as well as with the in-depth advancement of Party conduct and integrity building and the fight against corruption. Adhering to the standard of “taking the lead and setting an example,” all four aspects—study, inspection, rectification, and promotion—must be coordinated and effectively carried out, ensuring high-quality study, rigorous inspection, and impactful rectification, so as to fully implement and achieve tangible results from all tasks and arrangements of the study and education campaign.

We must promote in-depth study and thorough comprehension, forge strong Party spirit, and deepen tracing the origins and following the trail of our principles and practices. The content of study and education should be incorporated into the core training programs for Party members and cadres, so as to ensure that the spirit of the Central Committee’s Eight-Point Regulation is internalized in their minds and put into practice in their actions.

We must focus on the central priorities and overall situation, energize the drive for work and entrepreneurship, and guide Party members and cadres to firmly establish and practice a correct view of political achievements through study and education. We must keep our eyes on the core task of pursuing high-quality development and building a demonstration zone for common prosperity, consistently delivering concrete results, taking the lead, and boldly pioneering new paths.

We must remain problem-oriented and carry out targeted rectification efforts, rigorously investigating and disciplining violations of the Party’s eight-point decision on improving conduct that defy prohibitions and take covert or disguised forms. At the same time, we should strengthen cautionary education tailored to actual conditions, ensuring that problems are identified and rectified immediately, with lessons learned and systemic measures put in place to prevent recurrence.

We must uphold open and inclusive education, stay true to our original aspiration of serving the people, carry out targeted rectification of unhealthy practices and corruption that directly affect the public, effectively address the urgent, difficult, and pressing concerns of the masses, and win the trust of the people through new achievements in improving work style.

To foster a sound business environment and a clean, upright political ecosystem, we must deepen big-data oversight of public power, improve mechanisms for regular communication between government and enterprises and for promptly responding to and resolving enterprise-related issues, guide and encourage Party members and government officials to step up and deliver results while strictly adhering to rules and discipline, build a new type of close yet clean relationship between government and business, and ensure that “all legitimate requests are met and no unwarranted interference occurs.”

The meeting emphasized the need to strengthen organizational leadership and overall coordination, closely integrating the implementation of study and education with the effort to build a leading platform for Party building in the new era. The Provincial Party Committee’s Leading Group for Party Building should assume responsibility for overall planning and coordination, while Party committees (Party leading groups) at all levels shall bear overall responsibility. Principal officials of Party committees (Party leading groups) must assume the primary responsibility for this work, with particular emphasis on ensuring that newly promoted cadres, young cadres, and cadres in key positions receive thorough study and education. It is imperative to guard against formalism, rigorously implement measures to combat formalism and reduce the burden on grassroots-level organizations, and ensure that the study and education are advanced in a vigorous, orderly, and effective manner.
