The Central Leading Group for Party Building Holds a Meeting to Study and Deploy Work on Thoroughly Implementing the Spirit of the CPC Central Committee’s Eight-Point Decision on Improving Conduct through Study and Education

On March 12, the Leading Group for Party Building under the CPC Central Committee convened a meeting to study and implement the important speech and key instructions of General Secretary Xi Jinping on thoroughly upholding the spirit of the CPC Central Committee’s Eight-Point Decision on Improving Conduct, and to deliberate and deploy related study-and-education initiatives. Cai Qi, a member of the Standing Committee of the Political Bureau of the CPC Central Committee and head of the Leading Group for Party Building, presided over the meeting and delivered a speech; Li Xi, also a member of the Standing Committee of the Political Bureau of the CPC Central Committee and deputy head of the Leading Group for Party Building, attended the meeting and spoke.
The meeting noted that the CPC Central Committee has decided to launch, from after the 2025 National People’s Congress and Chinese People’s Political Consultative Conference to July, a campaign across the Party to thoroughly study and implement the spirit of the CPC Central Committee’s Eight-Point Decision on Improving Conduct. General Secretary Xi Jinping has attached great importance to this initiative, personally planning and determining the theme of the study and education campaign, delivering important speeches, and issuing significant instructions, thereby providing clear guidance for its implementation. Recently, the General Office of the CPC Central Committee issued the “Notice on Launching a Campaign Across the Party to Thoroughly Study and Implement the Spirit of the CPC Central Committee’s Eight-Point Decision on Improving Conduct.” It is imperative to thoroughly study and implement the spirit of General Secretary Xi Jinping’s important speeches and instructions, to carry out the requirements set forth in the Notice, to gain a profound understanding of the decisive significance of the “two establishments,” to resolutely uphold the “two safeguards,” and to ensure that our thinking and actions are fully aligned with the decisions and arrangements of the CPC Central Committee.
The meeting emphasized that conducting in-depth study and education on the spirit of the CPC Central Committee’s Eight-Point Decision on Improving Conduct is a crucial measure for consolidating and deepening the outcomes of thematic education and Party-discipline study, for advancing the comprehensive and rigorous governance of the Party in greater depth, for strengthening the bond between the Party and the people as well as among Party members and cadres—thereby solidifying the Party’s governing foundation—and for providing strong institutional guarantees for advancing Chinese modernization. It is imperative to fully recognize the profound significance of this study and education, to educate and guide Party members and cadres to steadfastly implement the spirit of the Eight-Point Decision, to continuously improve the Party’s style of work, to ensure that all decisions and arrangements of the CPC Central Committee are effectively carried out, and to contribute wisdom and strength to the cause of Chinese modernization.
The meeting emphasized the need to stay focused on the central theme, prioritize practical results, and advance study, inspection, and rectification in a coordinated manner. It called for in-depth study of General Secretary Xi Jinping’s important expositions on strengthening the Party’s work style, as well as the spirit of the CPC Central Committee’s Eight-Point Decision on Improving Conduct and its detailed implementation rules; systematic summarization of the achievements and experiences gained since the 18th National Congress of the CPC in thoroughly implementing the spirit of the Eight-Point Decision; comprehensive and thorough identification of problems in the implementation of the Decision and its detailed rules; strengthened cautionary education tailored to actual conditions; solid progress in targeted rectification efforts; and the targeted refinement of relevant systems and regulations. The meeting also stressed the importance of conducting education in an open and transparent manner, willingly accepting oversight and evaluation by the general public, so as to ensure that study is of high quality, inspection is rigorous, and rectification yields tangible results.
The meeting emphasized that Party committees (Party leading groups) at all levels must assume overall responsibility for study and education, taking the lead in conducting such activities within their own organizations while earnestly fulfilling their principal responsibilities. It is essential to adhere to categorized guidance to effectively address existing problems, with particular emphasis on ensuring thorough study and education among newly promoted cadres, young cadres, and those holding key positions. The Party leading groups (Party committees) of the competent authorities in various sectors and systems should fully leverage their guiding role in promoting study and education within their respective sectors and systems. At the same time, it is imperative to guard against formalism, resolutely reject perfunctory attitudes and superficial compliance, firmly prevent the phenomenon of “two sets of books,” and place greater emphasis on publicity and guidance to ensure that study and education are carried out in an orderly and effective manner.
