Xi Jinping Holds Talks with General Secretary of the Communist Party of Vietnam, Suu Linh


4 month 14 On the afternoon of [date], Xi Jinping, General Secretary of the CPC Central Committee and President of the People’s Republic of China, held talks with Nguyen Phu Trong, General Secretary of the Communist Party of Vietnam, at the headquarters of the CPV Central Committee.

Xi Jinping stated that he was delighted to pay a state visit to Vietnam, marking the first-ever reciprocal visit between himself and General Secretary Suong. This year marks the founding of the Communist Party of Vietnam. 95 Anniversary, Establishment of Vietnam 80 Anniversary and the Liberation of the South 50 On this anniversary, on behalf of the Communist Party of China and the Chinese government, I would like to extend our warmest congratulations to the Vietnamese side. The Chinese side will, as always, support Vietnam in following a socialist path that suits its national conditions and in successfully convening 2026 At the 14th National Congress of the Communist Party of Vietnam, the Party has continued to make steady progress toward the “Two Centenary” goals of building the Party and the country.

Xi Jinping emphasized that this year marks the 75 Anniversary and the “China-Vietnam Year of Cultural and People-to-People Exchanges.” 75 Over the years, despite the ever-changing international landscape, the two countries have stood in mutual support in their struggles for national independence and national liberation, advanced hand in hand in the cause of socialist construction, and persevered in their respective modernization efforts, thereby setting a model of solidarity and cooperation among socialist nations. In the face of a complex and volatile international situation, China and Vietnam have remained committed to peaceful development and deepened their friendly cooperation, bringing valuable stability and certainty to the world. As we stand at a new historical starting point, the two sides must build on the past while forging ahead, carrying forward the time-honored friendship characterized by “deep Vietnam–China ties, comradeship and brotherhood,” and, guided by the overarching goal of achieving “six ‘more’”—higher political mutual trust, more substantive security cooperation, deeper practical cooperation, a stronger popular foundation, closer multilateral coordination and collaboration, and better management and resolution of differences—promote high-quality, comprehensive strategic cooperation. In doing so, we will ensure that the building of a China–Vietnam community with a shared future proceeds steadily and sustainably, and make new and greater contributions to the building of a community with a shared future for mankind.

Xi Jinping pointed out that building a China–Vietnam community with a shared future holds significant global importance. The two countries should join hands in pursuing the path of peaceful development, 15 With more than a billion people jointly advancing toward modernization, this will strongly uphold regional and global peace and stability and promote common development. Both countries are committed to opening up to the outside world, playing a positive role in safeguarding the stability and smooth functioning of regional industrial and supply chains and in advancing economic globalization. A small boat with a lone sail cannot withstand towering waves; only by working together in the same boat can we ensure steady progress and long-term success. China and Vietnam are both beneficiaries of economic globalization; they must strengthen their strategic resolve, jointly oppose unilateral bullying, and safeguard the global free-trade system as well as the stability of industrial and supply chains.

Xi Jinping put forward six measures for deepening the building of the China-Vietnam community with a shared future.

First, we must enhance strategic mutual trust at a higher level. The leaders of the two parties and the two countries should maintain frequent exchanges and extensive communication, much like members of the same extended family. Both sides should make full use of channels such as inter-party relations, legislative bodies, and political consultative organizations to deepen the exchange of experience in state governance and administration, thereby elevating the Party’s leadership in advancing national modernization.

Second, we will build a more robust security barrier. We will strengthen diplomatic, defense, and public security cooperation between the two countries… 3+3 “The strategic dialogue mechanism shall be elevated to the ministerial level to enhance strategic coordination. We will fully leverage the mechanisms for defense and law-enforcement and security cooperation, resolutely combat cross-border crimes such as online gambling and telecom fraud, strengthen bilateral and multilateral law-enforcement and judicial cooperation—particularly within the framework of Lancang-Mekong Cooperation—and safeguard the lives and property of our people as well as regional security and stability.”

Third, we will expand higher-quality, mutually beneficial cooperation. Seizing the major opportunities presented by the rapid emergence of China’s new quality productivity and Vietnam’s new type of productivity, we will work to elevate and upgrade practical bilateral cooperation. We will strive to achieve full connectivity between our standard-gauge railways, expressways, and smart border checkpoints at an early date, and advance high-tech cooperation in areas such as artificial intelligence and the Internet of Things. China’s ultra-large-scale market remains open to Vietnamese products, and we welcome increased exports of high-quality Vietnamese goods to China. The Chinese side encourages Chinese enterprises to invest in Vietnam and hopes that the Vietnamese side will create a fairer and more business-friendly investment environment.

Fourth, we will forge even stronger bonds with the broader public. Taking this year’s “China–Vietnam Year of Cultural and People-to-People Exchanges” as an opportunity, we will organize more down-to-earth, people-centered friendly events and strengthen cooperation in tourism, culture, media, health, and other fields. We will continue to tap into our rich red heritage and share inspiring stories of friendship, and going forward, 3 Each year, China invites Vietnamese youth to visit China for “Red Study Tours,” enabling the people of both countries—especially the younger generation—to appreciate how hard-won the red heritage is and how precious the good-neighborly friendship and cooperation between the two nations truly are, thereby fostering a stronger pool of dynamic forces to drive the development of China–Vietnam relations and the cause of national development in each country.

Fifth, we will deepen multilateral cooperation. We will jointly safeguard the achievements of the victory in the Second World War, steadfastly uphold the international system with the United Nations at its core and the international order based on international law, promote a more equal and orderly multipolar world and an inclusive, mutually beneficial economic globalization, and strengthen cooperation under the frameworks of the three major global initiatives. China will adhere to the principles of amity, sincerity, mutual benefit, and inclusiveness, as well as the policy of treating neighbors as friends and partners, deepen friendly cooperation with neighboring countries, and ensure that the fruits of Chinese modernization benefit our neighbors even more.

Sixth, we will foster healthier maritime interactions. We will translate the consensus reached by the leaders of the two countries into concrete actions, properly manage maritime issues, expand maritime cooperation, make a firm commitment to launch joint development initiatives, and work towards the early conclusion of the Code of Conduct in the South China Sea.

Sulin warmly welcomed General Secretary and President Xi Jinping on the occasion of the establishment of diplomatic relations between the two countries. 75 On the occasion of the anniversary, a state visit to Vietnam was undertaken. Su Lin stated that General Secretary Xi Jinping is an outstanding leader of the Chinese people and a great friend of the Vietnamese people. The fact that General Secretary Xi Jinping chose Vietnam as the destination for his first overseas visit this year fully demonstrates the importance he attaches to China-Vietnam relations and his support for Vietnam. This visit is bound to mark a new milestone in the history of friendly exchanges between the two parties and the two countries, and will further advance the building of a community with a shared future of strategic significance.

Su Lin stated that, under the strong leadership of General Secretary Xi Jinping, China’s socialist cause with Chinese characteristics has achieved historic accomplishments; Chinese-style modernization is being comprehensively advanced; new-quality productive forces are developing rapidly; and China’s international standing continues to rise. The Vietnamese side expressed its heartfelt congratulations on these achievements and extended its gratitude to the Chinese side for its long-standing strong support and assistance to Vietnam.

Su Lin stated that both Vietnam and China are socialist countries under the leadership of the Communist Party, and that developing relations with China is an objective necessity, a strategic choice, and a top priority for Vietnam. The Vietnamese side steadfastly upholds the One-China policy, supports China in realizing the great cause of national reunification, and firmly opposes any secessionist activities aimed at “Taiwan independence.” Promoting the continuous development of Vietnam–China relations serves the fundamental interests of the peoples of both countries and is in line with the trend of our times. Vietnam looks forward to maintaining close high-level exchanges between the two parties and the two countries, strengthening the exchange of governance experience, enhancing strategic security cooperation, and continuously consolidating political mutual trust; elevating the level of bilateral cooperation and creating more notable achievements in such fields as economy and trade, science and technology, infrastructure, and environmental protection; promoting people-to-people and cultural exchanges, advancing local and youth exchanges, strengthening tourism cooperation, and fostering greater understanding and affinity between the peoples. Vietnam supports General Secretary Xi Jinping’s vision of a community with a shared future for mankind and the three major global initiatives, and highly commends the vision of building “five homes” with neighboring countries and the principle of good-neighborliness, peace, and prosperity for all, as set forth at the CPC Central Committee’s Conference on Peripheral Work. Vietnam stands ready to strengthen coordination and cooperation with China, uphold multilateralism, adhere to the Five Principles of Peaceful Coexistence, safeguard international trade rules, abide by the agreements signed by both sides, and jointly make greater contributions to promoting world peace and human progress. Vietnam is also willing to properly manage maritime differences with China and maintain maritime stability.

Prior to the talks, Surin invited Xi Jinping to a small-scale tea meeting. The general secretaries of the two parties exchanged views on their respective approaches to Party and state governance. Xi Jinping emphasized that Party building is vital to the future and destiny of the Party and the country, and that the Party’s style of work determines whether the people support or oppose it. The CPC Central Committee has decided to launch, this year across the entire Party, an in-depth study and education campaign on thoroughly implementing the spirit of the CPC Central Committee’s Eight-Point Decision on Improving Conduct, so as to provide strong guarantees for further comprehensively deepening reform and advancing Chinese modernization through new achievements in improving conduct. The general secretaries of the two parties unanimously agreed to strengthen exchanges and mutual learning, and to jointly follow the socialist path.

Following the talks, the general secretaries of the two parties jointly witnessed the signing of the agreements between China and Vietnam. 45 A showcase of bilateral cooperation documents covers such areas as connectivity, artificial intelligence, customs inspection and quarantine, agricultural trade, culture and sports, people’s livelihood, human resource development, and media.

The two sides issued the Joint Statement of the People’s Republic of China and the Socialist Republic of Vietnam on Further Deepening the Comprehensive Strategic Cooperative Partnership and Accelerating the Building of a China–Vietnam Community with a Shared Future of Strategic Significance.

That evening, General Secretary of the Communist Party of Vietnam Nguyen Phu Trong and President of Vietnam Vo Van Thuong jointly hosted a welcome banquet in honor of Xi Jinping. All leading comrades, including members of the Politburo and Secretariat of the CPV Central Committee, attended the event in full attendance.
