The General Office of the CPC Central Committee has issued a “Notice” on launching in-depth study and education throughout the Party on thoroughly implementing the spirit of the CPC Central Committee’s Eight-Point Decision on Improving Conduct.


 Recently, the General Office of the CPC Central Committee issued the “Notice on Conducting Study and Education Throughout the Party on Thoroughly Implementing the Spirit of the CPC Central Committee’s Eight-Point Decision” (hereinafter referred to as the “Notice”).

  The Notice states that, in order to implement the arrangements made at the Third Plenary Session of the 20th CPC Central Committee, consolidate and expand the achievements of the thematic education campaign on studying and applying Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, further consolidate and deepen the outcomes of the Party discipline study and education, steadfastly uphold the spirit of the Central Eight-Point Regulations, and promote the institutionalization and long-term effectiveness of style-of-work development, with the approval of the CPC Central Committee, an in-depth study and education campaign on thoroughly implementing the spirit of the Central Eight-Point Regulations will be launched across the Party (hereinafter referred to as the “Study and Education”). The Study and Education is scheduled to commence after the 2025 National People’s Congress and Chinese People’s Political Consultative Conference and to be substantially concluded by the end of July.

  The Notice makes clear that we must be guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, continuously deepen the Party’s ideological armament with its innovative theories, organize all Party members to earnestly study and thoroughly understand General Secretary Xi Jinping’s important expositions on strengthening the Party’s style of work, study, comprehend, and implement the spirit of the Central Committee’s Eight-Point Regulation and its detailed rules for implementation, systematically summarize the remarkable achievements attained since the 18th National Congress of the Party in thoroughly implementing the spirit of the Eight-Point Regulation, carry out targeted rectification of prominent problems involving violations of the spirit of the Eight-Point Regulation and its detailed rules, draw lessons from cases that link misconduct with corruption to strengthen cautionary education, guide Party members and cadres in honing their Party spirit and raising their ideological awareness, foster closer ties between the Party and the people as well as between the Party and its cadres, and, through new achievements in improving the Party’s style of work, uphold the Party’s advanced nature and purity, continually win the trust and support of the people, and provide strong guarantees for further comprehensively deepening reform and advancing Chinese modernization.

  The Notice emphasizes the need to stay focused on the central theme, adopt a concise and pragmatic approach, avoid phased or staged implementation, and integrate study, inspection, and rectification into a unified, ongoing effort that is embedded in daily work and sustained over the long term. Study and discussion should center on General Secretary Xi Jinping’s important expositions on strengthening the Party’s style of work, as well as the spirit of the CPC Central Committee’s Eight-Point Decision on Improving Conduct and its detailed implementation rules; they should also summarize the achievements and experiences gained in thoroughly implementing the spirit of the Eight-Point Decision, thereby enhancing understanding, bolstering confidence, and ensuring unwavering commitment to effective implementation. In identifying problems, efforts should be made to conduct thorough benchmarking and alignment, making full use of disciplinary inspection and supervision, inspection tours, auditing oversight, financial and accounting oversight, follow-up inspections, investigative research, and public complaints and appeals, so as to comprehensively and deeply uncover any shortcomings in the implementation of the Eight-Point Decision and its detailed rules. In carrying out concentrated rectification, priority must be given to addressing whatever problems exist and to focusing on those that are most prominent; issues should be investigated and corrected immediately, with prompt corrective action taken upon identification. Open education should place great emphasis on public participation and acceptance of public oversight; leading cadres at all levels must take the lead in faithfully following the Party’s mass line for the new era, mobilizing Party members and cadres to fulfill their duties and responsibilities in their respective posts by contributing to high-quality development, strengthening grassroots governance, and successfully completing urgent, difficult, dangerous, and heavy tasks, thereby providing tangible and accessible services to the people.

  The Notice requires that Party committees (leading Party groups) at all levels assume overall responsibility for study and education within their respective regions, departments, and units; that the principal officials of these Party committees (leading Party groups) shoulder the primary responsibility; that they closely integrate such efforts with central tasks, meticulously plan and organize implementation, strengthen targeted guidance, conduct effective publicity and guidance, and resolutely oppose formalism.
