Xi Jinping Publishes a Signed Article in Vietnamese Media

In the late spring, vitality abounds. China and Vietnam are socialist friendly neighbors, sharing common ideals and aspirations as well as extensive strategic interests. As the two parties and the two peoples have embarked on the path of socialism suited to their respective national conditions and advanced their respective modernization processes, the profound friendship forged in the early years has continued to deepen and elevate. Building a China–Vietnam community with a shared future of strategic significance serves the common interests of both countries, promotes regional and global peace, stability, development, and prosperity, and represents the choice of history and the choice of the people.

The China–Vietnam community of shared future is rooted in a distinct red heritage. Revolutionary pioneers from both countries joined hands to seek a path to national salvation and rejuvenation, making significant contributions to the global victory over colonialism and imperialism. Revolutionary historical sites such as the Vietnamese Youth Revolutionary Association in Guangzhou, China, and the Viet Minh office in Jingxi, Guangxi, stand as enduring testaments to the revolutionary friendship between China and Vietnam. During China’s War of Resistance Against Japan, President Ho Chi Minh successively participated in and supported China’s war effort in Yan’an, Guilin, Chongqing, Kunming, and other locations. China dispatched military and political advisory missions to support the Vietnamese people’s struggle against French colonial rule, while the Chinese Party, government, and people provided all-out assistance to Vietnam’s just cause of resisting U.S. aggression and saving the nation. The bond of “deep affection between Vietnam and China—comrades turned brothers” has become an indelible red memory.

The China–Vietnam community with a shared future has its roots in deep political mutual trust. In recent years, I have conducted multiple rounds of reciprocal visits with General Secretary Nguyen Phu Trong, General Secretary Suu Linh, and other Vietnamese leaders, thereby providing strategic guidance and steering the development of the China–Vietnam community with a shared future. Close high-level exchanges between the two parties and the two countries have been maintained; mechanisms such as the China–Vietnam Bilateral Cooperation Steering Committee, the Theoretical Seminars of the Two Parties, border defense and friendship exchanges, and the Conference on Cooperation between the Public Security Ministries of the two countries to combat crime are all functioning effectively; high-level mechanisms such as the Joint Committee of the Legislative Bodies of the two countries have also been established; and the foreign affairs, defense, and public security departments of the two countries… 3+3 “The strategic dialogue was held successfully. At present, transformations in the world, in our times, and in history are unfolding in unprecedented ways, ushering the world into a new period of turbulence and change. China will uphold the continuity and stability of its neighborhood diplomacy, adhere to the principles of amity, sincerity, mutual benefit, and inclusiveness, and pursue the policy of treating neighbors as friends and partners. It will deepen friendly cooperation with neighboring countries and jointly advance the modernization of Asia.

China is comprehensively advancing the great cause of building a modern socialist country and realizing national rejuvenation through Chinese-style modernization, while Vietnam is on the cusp of ushering in a new era of national development and marching toward the “Two Centenary” goals of Party building and nation-building. China has consistently regarded Vietnam as a priority in its neighborhood diplomacy. We must comprehensively deepen the building of the China–Vietnam community with a shared future and make positive contributions to peace, stability, and development and prosperity in Asia and the world at large.

— Deepening strategic mutual trust and advancing the cause of socialism. We must uphold high-level leadership, leverage the coordinating role of the China–Vietnam Bilateral Cooperation Steering Committee, and deepen cooperation among counterpart departments in the Party, government, military, and law enforcement and security sectors. Together, we will address external risks and challenges and jointly safeguard political security. China stands ready to deepen exchanges of experience in state governance and administration with Vietnam, jointly explore and enrich socialist theory and practice, and ensure that the socialist cause in both countries progresses steadily and sustainably.

— Uphold win-win cooperation and enhance the well-being of the peoples of both countries. We should deepen the alignment of development strategies, effectively implement the cooperation plans agreed upon by the two governments on aligning the Belt and Road Initiative with the “Two Corridors, One Circle” framework, and establish more platforms for economic and technological cooperation. China stands ready to work with Vietnam to advance northern Vietnam. 3 Cooperate on standard-gauge railway projects and develop smart border ports. China welcomes Vietnamese citizens to visit various parts of China and encourages Chinese tourists to explore Vietnam’s scenic and historic sites. Together, we should organize meaningful, down-to-earth, and people-centered cultural exchange events such as the China-Vietnam Youth Friendship Meeting and the Border Residents’ Grand Gala, while tapping into our shared red heritage and telling compelling stories of friendship between our two peoples, so that the torch of China-Vietnam friendship is passed on from one generation to the next.

— Strengthen multilateral cooperation to promote Asia’s prosperity and revitalization. This year marks the 75th anniversary of the Chinese People’s War of Resistance Against Japanese Aggression and the World Anti-Fascist War. 80 The anniversary also marks the founding of the United Nations. 80 anniversary. We should strengthen coordination and cooperation within mechanisms such as East Asia cooperation and the Lancang-Mekong Cooperation, so as to inject greater stability and positive energy into a world marked by intertwined changes and uncertainties.

— Properly manage differences and uphold regional peace and stability. The successful experience of China and Vietnam in resolving their land border and delimiting the waters of the Beibu Gulf demonstrates that the two sides are fully capable and wise enough to resolve maritime issues through consultation and negotiation. Both sides should implement the high-level consensus reached by the two parties and the two countries, make full use of the maritime negotiation mechanism, properly manage maritime differences, continuously expand maritime cooperation, and create the necessary conditions for the ultimate settlement of disputes. They should comprehensively and effectively implement the Declaration on the Conduct of Parties in the South China Sea, actively advance consultations on the Code of Conduct in the South China Sea, eliminate interference, seek common ground while setting aside differences, and truly turn the South China Sea into a sea of peace, friendship, and cooperation.

Standing at a new historical starting point, China is committed to working hand in hand with Vietnam to forge ahead, build on past achievements, and write a new chapter in the building of the China-Vietnam community with a shared future, thereby making new and greater contributions to the advancement of the building of a community with a shared future for mankind.
