Xi Jinping Holds Talks with General Secretary of the Communist Party of Vietnam, Suu Linh


On the afternoon of April 14, Xi Jinping, General Secretary of the CPC Central Committee and President of the People’s Republic of China, held talks with Nguyen Phu Trong, General Secretary of the Communist Party of Vietnam, at the headquarters of the CPV Central Committee.

Xi Jinping stated that he was delighted to pay a state visit to Vietnam, marking the first-ever reciprocal visit between the two leaders. This year marks the 95th anniversary of the founding of the Communist Party of Vietnam, the 80th anniversary of the establishment of the Socialist Republic of Vietnam, and the 50th anniversary of the Liberation of the South. On behalf of the Communist Party of China and the Chinese government, he extended warm congratulations to the Vietnamese side. China will, as always, support Vietnam in following a socialist path suited to its national conditions, ensure the successful convening of the 14th National Congress of the Communist Party of Vietnam in 2026, and continue to make steady progress toward the Two Centenary Goals of building a modern socialist country and establishing a modern socialist country.

Xi Jinping emphasized that this year marks the 75th anniversary of the establishment of diplomatic relations between China and Vietnam, as well as the “China-Vietnam Year of Cultural and People-to-People Exchanges.” Over the past 75 years, despite ever-changing international circumstances, the two countries have stood in mutual support in their struggles for national independence and national liberation, advanced hand in hand in the cause of socialist construction, and persevered in their respective modernization efforts, thereby setting a model of solidarity and cooperation among socialist countries. In the face of a complex and volatile international landscape, China and Vietnam have remained committed to peaceful development and deepened their friendly cooperation, bringing valuable stability and certainty to the world. As we stand at a new historical starting point, the two sides must build on the past while forging ahead, carrying forward the time-honored friendship characterized by “deep Vietnam-China ties—comrades and brothers”—and, guided by the overarching goal of achieving “six ‘more’”: higher political mutual trust, more concrete security cooperation, deeper practical cooperation, a stronger popular foundation, closer multilateral coordination and collaboration, and better management and resolution of differences—promote high-quality, all-round strategic cooperation, ensure steady and sustained progress in building a China-Vietnam community with a shared future, and make new and greater contributions to the building of a community with a shared future for mankind.

Xi Jinping pointed out that building a China–Vietnam community with a shared future holds significant global importance. By jointly pursuing the path of peaceful development and advancing together toward modernization with a combined population of over 1.5 billion, the two countries will effectively safeguard regional and global peace and stability and promote common development. Both nations remain committed to opening up to the outside world, thereby playing a positive role in maintaining the stability and smooth functioning of regional industrial and supply chains and in advancing economic globalization. A small boat with a single sail cannot withstand towering waves; only by working together in the same boat can we ensure steady progress and long-term success. As beneficiaries of economic globalization, China and Vietnam must strengthen their strategic resolve, jointly oppose unilateral bullying, and uphold the global free-trade system as well as the stability of industrial and supply chains.

Xi Jinping put forward six measures for deepening the building of the China-Vietnam community with a shared future.

First, we must enhance strategic mutual trust at a higher level. The leaders of the two parties and the two countries should maintain frequent visits and extensive communication, just as close relatives do. Both sides should make full use of channels such as inter-party exchanges, legislative bodies, and political consultative organizations to deepen the exchange of experience in state governance and administration, thereby elevating the Party’s leadership in advancing national modernization.

Second, we will build a stronger security barrier. We will elevate the bilateral “3+3” strategic dialogue mechanism on diplomacy, defense, and public security to the ministerial level to enhance strategic coordination. We will make full use of the mechanisms for defense and law-enforcement security cooperation, resolutely combat cross-border crimes such as online gambling and telecom fraud, and strengthen law-enforcement and judicial cooperation both bilaterally and multilaterally, particularly within the framework of Lancang-Mekong Cooperation, so as to safeguard the lives and property of our people and maintain regional security and stability.

Third, we will expand higher-quality, mutually beneficial cooperation. Seizing the major opportunities presented by the rapid emergence of China’s new quality productivity and Vietnam’s new type of productivity, we will work to elevate and upgrade practical bilateral cooperation. We will strive to achieve full connectivity between our standard-gauge railways, expressways, and smart border checkpoints at an early date, and advance high-tech cooperation in areas such as artificial intelligence and the Internet of Things. China’s ultra-large-scale market remains open to Vietnamese products, and we welcome increased exports of high-quality Vietnamese goods to China. The Chinese side encourages Chinese enterprises to invest in Vietnam and hopes that the Vietnamese side will create a fairer and more business-friendly investment environment.

Fourth, we will forge even stronger bonds with the broader public. Taking this year’s “China–Vietnam Year of People-to-People Exchanges” as an opportunity, we will organize more down-to-earth, people-centered friendly events and deepen cooperation in such areas as tourism, culture, media, and health. We will continue to tap into our shared red heritage and tell compelling stories of friendship, and over the next three years invite Vietnamese youth to China for “red-themed study tours.” Through these initiatives, we aim to help the peoples of both countries—especially the younger generation—appreciate how hard-won our shared revolutionary legacy is and how precious our good-neighborly and friendly cooperation truly is, thereby cultivating a robust pool of supporters for the development of China–Vietnam relations and for the cause of national development in each country.

Fifth, we will deepen multilateral cooperation. We will jointly safeguard the achievements of the victory in the Second World War, steadfastly uphold the international system with the United Nations at its core and the international order based on international law, promote a more equal and orderly multipolar world and an inclusive and beneficial economic globalization, and strengthen cooperation under the framework of the three major global initiatives. China will adhere to the principles of amity, sincerity, mutual benefit, and inclusiveness, as well as the policy of treating neighbors as friends and partners, deepen friendly cooperation with neighboring countries, and ensure that the fruits of Chinese modernization benefit our neighbors even more.

Sixth, we will foster healthier maritime interactions. We will translate the consensus reached by the leaders of the two countries into concrete actions, properly manage maritime issues, expand maritime cooperation, make a firm commitment to launch joint development initiatives, and work towards the early conclusion of the Code of Conduct in the South China Sea.

Su Lin warmly welcomed General Secretary and President Xi Jinping’s state visit to Vietnam on the occasion of the 75th anniversary of the establishment of diplomatic relations between the two countries. Su Lin stated that General Secretary Xi is an outstanding leader of the Chinese people and a great friend of the Vietnamese people. The fact that General Secretary Xi chose Vietnam as the destination for his first overseas visit this year fully demonstrates the importance he attaches to China-Vietnam relations and his unwavering support for Vietnam. This visit is sure to mark a new milestone in the history of friendly exchanges between the two Parties and the two countries, and will further advance the building of a community with a shared future of strategic significance.

Su Lin stated that, under the strong leadership of General Secretary Xi Jinping, China’s socialist cause with Chinese characteristics has achieved historic accomplishments; Chinese-style modernization is being comprehensively advanced; new-quality productive forces are developing rapidly; and China’s international standing continues to rise. The Vietnamese side expressed its heartfelt congratulations on these achievements and extended its gratitude to the Chinese side for its long-standing strong support and assistance to Vietnam.

Su Lin stated that both Vietnam and China are socialist countries under the leadership of the Communist Party, and developing relations with China is an objective necessity, a strategic choice, and a top priority for Vietnam. The Vietnamese side steadfastly upholds the One-China policy, supports China in realizing the great cause of national reunification, and firmly opposes any secessionist activities aimed at “Taiwan independence.” Promoting the continuous development of Vietnam–China relations serves the fundamental interests of the peoples of both countries and is in line with the trend of our times. Vietnam looks forward to maintaining close high-level exchanges between the two parties and the two countries, strengthening the exchange of governance experience, enhancing strategic security cooperation, and continuously consolidating political mutual trust; elevating the level of bilateral cooperation and creating more highlights in such areas as economy and trade, science and technology, infrastructure, and environmental protection; promoting people-to-people and cultural exchanges, advancing local and youth exchanges, strengthening tourism cooperation, and fostering greater understanding and affinity between the peoples. Vietnam supports General Secretary Xi Jinping’s vision of a community with a shared future for mankind and the three major global initiatives, and highly commends the vision of building “five homes” with neighboring countries and the principle of good-neighborliness, peace, and prosperity for all, as outlined at the CPC Central Committee’s Conference on Peripheral Work. Vietnam stands ready to strengthen coordination and cooperation with China, uphold multilateralism, adhere to the Five Principles of Peaceful Coexistence, safeguard international trade rules, abide by the agreements signed by both sides, and make greater joint contributions to promoting world peace and human progress. Vietnam is also willing to properly manage maritime differences with China and maintain maritime stability.

Prior to the talks, Surin invited Xi Jinping to a small-scale tea meeting. The general secretaries of the two parties exchanged views on their respective approaches to Party and state governance. Xi Jinping emphasized that Party building is vital to the future and destiny of the Party and the country, and that the Party’s conduct bears directly on the people’s support or opposition. The CPC Central Committee has decided to launch, this year, a campaign across the Party to thoroughly study and implement the spirit of the CPC Central Committee’s Eight-Point Decision on Improving Conduct, with the aim of achieving new successes in improving conduct as a strong guarantee for further comprehensively deepening reform and advancing Chinese modernization. The general secretaries of the two parties unanimously agreed to strengthen exchanges and mutual learning, and to jointly follow the socialist path.

Following the talks, the general secretaries of the two parties jointly witnessed the presentation of 45 bilateral cooperation documents signed by China and Vietnam, covering such areas as connectivity, artificial intelligence, customs inspection and quarantine, agricultural trade, culture and sports, people’s livelihood, human resource development, and media.

The two sides issued the Joint Statement of the People’s Republic of China and the Socialist Republic of Vietnam on Continuously Deepening the Comprehensive Strategic Cooperative Partnership and Accelerating the Building of a China–Vietnam Community with a Shared Future of Strategic Significance.

That evening, General Secretary of the Communist Party of Vietnam Nguyen Phu Trong and President of Vietnam Vo Van Thuong jointly hosted a welcome banquet in honor of Xi Jinping. Members of the Politburo and Secretariat of the CPV Central Committee, along with other leading comrades, attended the event in full attendance.
