Mobilization Meeting Held for the Central Inspection Team No. 16’s Inspection of Zhejiang Province

In accordance with the CPC Central Committee’s unified deployment for inspection work, the mobilization meeting for the 16th Central Inspection Team’s inspection of Zhejiang Province was recently held. La Yifan, head of the 16th Central Inspection Team, delivered a mobilization address, setting forth requirements for thoroughly studying and implementing the spirit of General Secretary Xi Jinping’s important speeches on inspection work and for carrying out inspection work in a solid and pragmatic manner. Wang Hao, Secretary of the Zhejiang Provincial Party Committee and Chairman of the Standing Committee of the Zhejiang Provincial People’s Congress, presided over the meeting and delivered a speech.
Members of the Standing Committee of the Zhejiang Provincial Party Committee, members of the leading Party groups of the Standing Committee of the Provincial People’s Congress, the Provincial People’s Government, and the Provincial Committee of the Chinese People’s Political Consultative Conference, principal leaders of the Party groups of the Provincial Higher People’s Court and the Provincial People’s Procuratorate, principal leaders of the Party committees of the municipal Party committees and the standing committees of the people’s congresses, the people’s governments, and the committees of the Chinese People’s Political Consultative Conference of Hangzhou and Ningbo, as well as all members of the 16th Central Inspection Team, attended the meeting. Also in attendance were other serving leading cadres at or above the sub-provincial level, veteran cadres at or above the sub-provincial level residing in Hangzhou, the secretaries-general of the Standing Committee of the Provincial People’s Congress, the Provincial People’s Government, and the Provincial Committee of the Chinese People’s Political Consultative Conference, members of the leading bodies of the provincial discipline inspection and supervision organs and the Organization Department of the Provincial Party Committee, the director of the Provincial Party Committee Inspection Office and the heads of the provincial Party Committee inspection teams, principal leaders of the Party committees (Party groups) of all units directly under the provincial government (including provincially owned state-owned enterprises and provincially administered undergraduate and junior college institutions), principal leaders of relevant units affiliated with ministries and commissions, the heads, deputy heads, and liaison officers of the various specialized task forces under the Provincial Party Committee’s Coordination Group for Supporting the Central Inspection Work, the principal leaders of the four leading bodies of each prefecture-level city, and the principal leaders of the Party committees of counties (county-level cities and districts).
La Yifan emphasized that inspection is a strategic institutional arrangement for comprehensively and strictly governing the Party. The Zhejiang Provincial Party Committee must earnestly raise its political awareness, thoroughly study and implement Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era—particularly General Secretary Xi Jinping’s important thought on the Party’s self-revolution—unswervingly uphold the “two establishments” and resolutely safeguard the “two safeguards,” deeply recognize the vital significance of inspection work, adopt a correct understanding of oversight, voluntarily submit to oversight, actively support and cooperate with the work of the Central Inspection Team, and firmly and effectively carry out the inspection tasks assigned by the Party Central Committee.
La Yifan pointed out that the Central Inspection Team will steadfastly be guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, thoroughly study and implement the spirit of the 20th National Congress of the Party and the Second and Third Plenary Sessions of the 20th CPC Central Committee, conscientiously carry out the arrangements made at the Fourth Plenary Session of the 20th CPC Central Commission for Discipline Inspection, highlight the political nature of inspection work, comprehensively apply the guiding principles for inspection, and unequivocally regard “two upholds” as the fundamental task. The team will adhere to the principles of focusing on the central tasks and serving the overall situation, adopting a problem-oriented approach with a strict tone, applying a systematic perspective and leveraging comprehensive oversight, and upholding truth from facts while acting in accordance with regulations, discipline, and law, so as to conduct political oversight in a precise and effective manner. With a focus on the Party Central Committee’s functional positioning and strategic plans for Zhejiang Province, the team will gain an in-depth understanding of how these have been implemented, particularly in relation to the decisions and arrangements of General Secretary Xi Jinping and the Party Central Committee, the implementation of the plan for further comprehensively deepening reform, the coordinated promotion of development and security, the sustained advancement of full and rigorous Party self-governance, the strengthening of leadership teams, the building of cadre and talent pools, the development of primary-level Party organizations, and the progress in rectifying issues identified through inspections. The team will keep a close watch on the exercise of power and the assumption of responsibility, on “leading officials” and leadership teams, and on issues that have drawn strong public concern, with a particular emphasis on identifying political deviations and addressing prominent problems, thereby providing robust support for advancing Chinese modernization.
Wang Hao stated that this inspection constitutes a comprehensive political health check for Zhejiang and a rigorous test of Party spirit for all Party members and cadres across the province, fully demonstrating the Central Committee with Comrade Xi Jinping at its core’s high regard for Zhejiang’s work and its deep concern for Zhejiang’s Party members and cadres. It will undoubtedly provide strong impetus for us to thoroughly implement the spirit of General Secretary Xi Jinping’s important remarks during his inspection of Zhejiang, carry out in-depth study and education on the spirit of the CPC Central Committee’s Eight-Point Decision on Improving Conduct, strive to build a leading hub for Party building in the new era, and promote high-quality development in the demonstration zone for common prosperity. We firmly support the decision of the CPC Central Committee. We will, with unwavering political consciousness in upholding the “two establishments” and resolutely practicing the “two safeguards,” comply with the inspection arrangements, accept inspection oversight, proactively cooperate in all related work, and adhere to the principles of immediate identification and rectification as well as prompt action and immediate correction, so as to ensure the smooth conduct of the Central Inspection Team’s work in our province. We must take this inspection as an opportunity to deepen and advance full and rigorous Party self-governance, continuously energize Party members and cadres to engage in entrepreneurship and work with dedication and responsibility, and strike a balance between two priorities without compromising either, thereby ensuring that the outcomes of our cooperation with the inspection are translated into concrete achievements and tangible results that drive high-quality development.
The Central Inspection Team will be stationed in Zhejiang Province for approximately two and a half months. During the inspection period, a dedicated on-duty telephone number is available: 0571-87551052, with call reception hours from 8:00 a.m. to 6:00 p.m. daily; a special postal mailbox has also been set up at P.O. Box A380, Hangzhou, Zhejiang Province. The Inspection Team will accept letters, calls, and in-person visits related to complaints and reports until June 23, 2025. In accordance with the Regulations on Inspection Work, the Central Inspection Team primarily handles letters, calls, and visits that report issues concerning the leading bodies and members of the provincial-level Party committees in Zhejiang, the principal persons in charge of the leading bodies of lower-level Party organizations, and leading cadres in key positions, with particular emphasis on allegations and reports of violations of political discipline, organizational discipline, integrity discipline, mass discipline, work discipline, and lifestyle discipline. Other complaints and reports that fall outside the scope of the Inspection Team’s mandate will be duly handled by the Zhejiang Provincial Party Committee and relevant authorities in accordance with applicable regulations. As directed by the CPC Central Committee, during this round of inspections, the Sixteenth Central Inspection Team will also conduct coordinated inspections in conjunction with the Zhejiang Provincial Party Committee’s inspection body in the cities of Hangzhou and Ningbo.
