Detailed Rules for Implementing the CPC Central Committee’s Eight-Point Decision on Improving Conduct (Adopted by the Political Bureau of the CPC Central Committee in 2022)


On October 25, the Political Bureau of the 20th CPC Central Committee held a meeting to study and make arrangements for studying, publicizing, and implementing the spirit of the 20th National Congress of the Communist Party of China, and to review the “Several Provisions of the Political Bureau of the CPC Central Committee on Strengthening and Safeguarding the Central Committee’s Centralized and Unified Leadership” and the “Detailed Rules for Implementing the CPC Central Committee’s Eight-Point Regulation by the Political Bureau of the CPC Central Committee.” Xi Jinping, General Secretary of the CPC Central Committee, presided over the meeting.

  The meeting pointed out that studying, publicizing, and implementing the spirit of the 20th National Congress of the Communist Party of China is the top political task for the entire Party and the whole country, both now and in the period ahead. It is essential to guide cadres and the general public in thoroughly studying and comprehending the report to the 20th National Congress and the Party Constitution, and in earnestly grasping the new ideas and major judgments put forward at the Congress as well as the new arrangements and requirements it has made. We must closely link these efforts with the Party’s century-long struggle, particularly the great transformations of the past decade since the 18th National Congress, deeply appreciate the decisive significance of the “two establishments,” deepen our understanding of major issues such as Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, the sinicization and contemporary adaptation of Marxism, and Chinese modernization, and gain a profound grasp of the strategic plans set forth by the 20th National Congress for comprehensively building a modern socialist country. In doing so, we must ensure that our thinking and actions are fully aligned with the guiding principles of the Party Central Committee. We should maintain the right tone and orientation, organize a wide range of rich and diverse publicity and education activities, effectively enhance their appeal, cohesion, and influence, and strive to create a positive social atmosphere conducive to forging ahead on the new journey. The Central Publicity Team should serve as a model, and all regions and departments should draw on their core personnel to form publicity teams, organize outreach activities targeted at the grassroots level, and conduct such activities in close connection with the actual ideological and practical concerns of cadres and the general public, so that the people can understand, truly grasp, and effectively implement the spirit of the 20th National Congress, thereby ensuring that this spirit reaches the grassroots and the masses.

  The meeting emphasized that studying, publicizing, and implementing the spirit of the 20th National Congress of the Communist Party of China must be grounded in reality and focused on achieving tangible results, ensuring that the arrangements and requirements set forth at the Congress are fully integrated into all areas and aspects of economic and social development. It is essential to gain a profound understanding of the CPC Central Committee’s analysis and assessment of both the domestic and international situation, to clearly grasp the opportunities and challenges facing China’s development, to strengthen our sense of potential danger and adhere to bottom-line thinking, and to make thorough ideological and practical preparations for responding to various complex scenarios. Leading cadres at all levels must remain true to their original aspiration and keep their mission firmly in mind; they must be modest and prudent, work hard and strive for progress; they must dare to fight and be adept at fighting; they must step up to the plate, act with pragmatism and seek truth from facts; and they must ensure that all tasks are carried out diligently and effectively, so that the people can see the real results of studying and implementing the spirit of the 20th National Congress.

  The meeting emphasized that upholding and strengthening the centralized and unified leadership of the Party Central Committee is a shared political responsibility of the entire Party, first and foremost that of the central leadership. The Political Bureau of the CPC Central Committee must take the lead in strictly observing the Party Constitution and the norms governing intra-Party political life, fully implementing all the requirements set forth at the 20th National Congress of the Party on upholding and strengthening the centralized and unified leadership of the Party Central Committee, profoundly recognizing the decisive significance of the “two establishments,” enhancing the “four consciousnesses,” bolstering the “four confidences,” and ensuring the “two safeguards.” It must also take the lead in comprehensively applying Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, continuously improving its political judgment, political comprehension, and political execution, and consciously maintaining high-level consistency with the Party Central Committee with Comrade Xi Jinping at its core in thought, politics, and action. In doing so, it will lead the entire Party and all the people of all ethnic groups across the country in united struggle to build a modern socialist country in all respects and to advance the great rejuvenation of the Chinese nation in all respects.

  The meeting emphasized that improving conduct is an ongoing process with no final endpoint. The 20th National Congress of the Party has made new arrangements for steadfastly implementing the spirit of the Central Committee’s Eight-Point Regulation, underscoring the need to treat this regulation as a long-term, ironclad rule and an unyielding standard. We must focus on the “key few” to lead by example, continuously deepen efforts to correct the “four undesirable work styles,” with particular emphasis on combating formalism and bureaucratism, resolutely eradicating notions and practices of privilege, and ensuring that the entire Party rigorously implements the spirit of the Central Committee’s Eight-Point Regulation. In doing so, we will comprehensively advance the Party’s self-purification, self-improvement, self-renewal, and self-enhancement, always maintaining close ties with the people, sharing their joys and sorrows, and standing in solidarity with them in heart and mind. Members of the Political Bureau of the CPC Central Committee must take the lead in carrying forward the Party’s glorious traditions and fine style, strictly abide by the Central Committee’s Eight-Point Regulation, hold themselves to rigorous standards, exercise strict oversight over those under their jurisdiction, and assume full responsibility for their duties. In observing discipline and upholding rules, as well as in fulfilling their political responsibilities for governing the Party, they should set an exemplary benchmark and serve as role models for all Party members.
