Xi Jinping Issues Important Instructions on the Tour Boat Capsizing Accident in Qianxi City, Bijie Municipality, Guizhou Province


At around 4:40 p.m. on May 4, a tour boat capsized at the Baili Gallery Scenic Area in Huayu Village, Xinren Township, Qianxi City, Bijie Prefecture, Guizhou Province. As of now, the accident has resulted in three deaths and 60 people being hospitalized for treatment, with another 14 currently being searched for and rescued.

Following the accident, Xi Jinping, General Secretary of the CPC Central Committee, President of the People’s Republic of China, and Chairman of the Central Military Commission, attached great importance to the incident and issued important instructions, emphasizing that a tour boat capsized at a scenic area in Qianxi City, Bijie Prefecture, Guizhou Province. He directed that every possible effort be made to search for and rescue those who fell into the water, that all available resources be mobilized to provide emergency medical treatment to the injured, and that proper arrangements be made for the aftermath involving the deceased and for comforting the families of the victims.

Xi Jinping emphasized that, recently, several localities have experienced a series of safety accidents resulting in mass casualties. All regions and relevant departments must draw profound lessons from these incidents, resolutely overcome complacency, further enforce accountability at all levels, focus on tourist attractions, large public venues, residential communities, and return-trip transportation, strengthen safety measures, rigorously ensure effective implementation of work, and firmly curb the frequent occurrence of serious and extremely serious safety accidents.

Li Qiang, a member of the Standing Committee of the Political Bureau of the CPC Central Committee and Premier of the State Council, issued instructions emphasizing the need to spare no effort in rescuing and searching for missing persons and providing medical treatment to the injured, while ensuring proper comfort and support for the families of the victims, effective follow-up arrangements, and thorough investigation and handling of the accident. As the “May Day” holiday draws to a close, it is imperative to further urge and guide all localities and relevant parties to rigorously enforce accountability for work safety and ensure the effective implementation of safety management measures. Emphasis should be placed on key venues and critical sectors, with comprehensive inspections conducted to identify and eliminate risks and hazards, thereby resolutely preventing and curbing the occurrence of serious and extremely serious accidents.

In accordance with important instructions from Xi Jinping and the requirements of Li Qiang, Zhang Guoqing, a member of the Political Bureau of the CPC Central Committee and Vice Premier of the State Council, led responsible officials from relevant departments to the scene to provide on-site guidance for rescue and response efforts. Leading officials of the Guizhou Provincial Party Committee and the Guizhou Provincial People’s Government are already at the scene directing emergency response operations, while the Guizhou Provincial Government and the Bijie Municipal Government are making all-out efforts to carry out on-site search-and-rescue operations and medical treatment for the injured. At present, these efforts are ongoing.
