Xi Jinping Issues Important Instructions Emphasizing the Need to Unswervingly Implement the Spirit of the CPC Central Committee’s Eight-Point Decision on Improving Conduct and to Promote the Institutionalization and Long-Term Effectiveness of Style-of-Work Improvement


Recently, Xi Jinping, General Secretary of the CPC Central Committee, President of the People’s Republic of China, and Chairman of the Central Military Commission, issued important instructions emphasizing that the Party’s style of work is its very image, bearing on the people’s support or opposition and on the Party’s very survival. It is imperative to continuously ensure the thorough implementation of the spirit of the CPC Central Committee’s Eight-Point Decision on Improving Conduct, to redouble efforts to strengthen the Party, to build a contingent of cadres who are politically pure and strictly disciplined, and to ensure that the Party always lives up to the expectations of the people and unites and leads them in successfully fulfilling the historic mission entrusted to it.

Xi Jinping pointed out that this campaign to thoroughly study and implement the spirit of the Central Committee’s Eight-Point Regulation has been carried out in a coordinated manner that integrates study, inspection, and rectification; has been consistently pursued from top to bottom; has steadfastly maintained a rigorous tone; and has been organized and implemented in a pragmatic and targeted way. As a result, the work has been conducted in a solid and thorough manner and has yielded significant results.

Xi Jinping emphasized, “ Four Winds ” These problems are persistent and recurrent, requiring us to approach them with the determination and perseverance of both decisive battles and protracted campaigns. We must unremittingly implement the spirit of the CPC Central Committee’s Eight-Point Decision on Improving Conduct, promote the institutionalization and long-term effectiveness of style-of-work development, and harness fine conduct to unite hearts and minds and spur concrete, pragmatic action, thereby continuously opening up new prospects for the cause. We need to enhance the pertinence and effectiveness of education on style of work, with particular emphasis on educating and guiding newly promoted cadres, young cadres, and those in key positions. We must establish and improve mechanisms for routinely identifying and resolving problems, carry out earnest rectification and remediation, and consistently send a strong signal that we will see every issue through to the end and enforce strict discipline without compromise. We should strengthen oversight and disciplinary enforcement, ensure robust day-to-day supervision by Party organizations, effectively leverage public oversight, and promptly investigate and severely punish any violations committed in defiance of regulations. Finally, we must fulfill the political responsibility for improving style of work—taking full accountability and exercising rigorous oversight over those under our jurisdiction—so as to forge a sound work style through ironclad rules and regulations, and to encourage Party members and cadres to engage in pioneering work, assume responsibilities, and deliver benefits to the people.

Cai Qi, a member of the Standing Committee of the Political Bureau of the CPC Central Committee and head of the Leading Group for Party Building under the CPC Central Committee, presided over the meeting and delivered a speech. Li Xi, also a member of the Standing Committee of the Political Bureau of the CPC Central Committee and deputy head of the Leading Group for Party Building under the CPC Central Committee, attended the meeting and delivered a speech.

The meeting emphasized that General Secretary Xi Jinping has once again issued important instructions on improving conduct, further underscoring the vital urgency of formulating and implementing the CPC Central Committee’s Eight-Point Decision on Improving Conduct and strengthening the Party’s style of work. The meeting fully affirmed the achievements of the study-and-education campaign and set forth clear requirements for consolidating and expanding these achievements, steadfastly implementing the spirit of the Eight-Point Decision, and advancing the institutionalization and long-term effectiveness of efforts to improve conduct. These instructions are of major significance for the entire Party in adapting to the new circumstances and tasks of the new era and new journey, strengthening the Party’s style of work, and deepening the comprehensive and strict governance of the Party. The entire Party must earnestly study and thoroughly understand General Secretary Xi Jinping’s important instructions and ensure their full implementation.

The meeting pointed out that this in-depth study and education campaign on thoroughly implementing the spirit of the Central Committee’s Eight-Point Regulation, under the strong leadership of the Party Central Committee with Comrade Xi Jinping at its core, has seen Party organizations at all levels earnestly shoulder their political responsibilities and meticulously plan and carry out the work; a broad contingent of Party members and cadres have responded enthusiastically and participated conscientiously; and the general public has paid close attention and offered vigorous support—thus advancing the integrated efforts to study, investigate, and rectify problems, and genuinely and rigorously addressing “ Four Winds ” Significant progress has been made in addressing prominent problems, closing institutional gaps in style-of-work development, and strengthening the enforcement of existing systems, thereby achieving the intended objectives.

The meeting emphasized the need to thoroughly study and implement the spirit of General Secretary Xi Jinping’s important speeches and instructions, to deepen our understanding of style-of-work building from a higher political standpoint, and to firmly establish the mindset of consistently, thoroughly, and sustainably addressing this issue. We must strengthen education on style of work through a variety of means, guide Party members and cadres to reinforce their theoretical grounding, build a solid ideological bulwark, and consciously cultivate good habits of strictly observing the Central Committee’s Eight-Point Regulation and its detailed implementation rules. We must continuously rectify persistent problems in style of work, improve the mechanisms for regularly identifying and resolving such issues, enhance the penetrating power and effectiveness of oversight, and relentlessly pursue and never yield on problems that require long-term, fundamental solutions. We must also further advance the integrated investigation and treatment of misconduct and corruption, eradicating “ Four Winds ” Addressing the root causes in the soil. We must improve the systems and mechanisms for fostering a sound work style, rigorously enforce these systems, and effectively translate institutional achievements into enhanced governance effectiveness. We must uphold the principle of leading by example, strengthen strict oversight and discipline, cascade pressure down through all levels, and ensure that all arrangements and requirements for improving work style are fully implemented.
