Xi Jinping emphasized that, in governing, stabilizing, and developing Tibet, the top priority is to ensure political stability, social stability, ethnic unity, and religious harmony in the region. Xi Jinping pointed out that Tibet’s development has its own distinctive features and that high-quality development must be advanced in light of actual conditions. It is essential to develop plateau-specific industries with comparative advantages tailored to local conditions, with particular emphasis on specialty agriculture and animal husbandry and the clean-energy sector; to continuously expand resource-processing industries; to vigorously develop modern services; and to promote the integrated development of culture and tourism. Major projects such as the Yarlung Zangbo Hydropower Project and the Sichuan–Tibet Railway should be advanced in a robust, orderly, and effective manner. Furthermore, ecological civilization must be strengthened, with coordinated efforts to reduce carbon emissions, curb pollution, expand green cover, and foster economic growth, so as to safeguard “ Roof of the World ” and “ The Water Tower of Asia ” We must coordinate and advance new urbanization and the all-round revitalization of rural areas, consolidate and expand the achievements made in poverty alleviation, and earnestly deliver on people’s livelihood initiatives related to employment, education, healthcare, social security, elderly care, and childcare, so as to further enhance the sense of gain, happiness, and security among all ethnic groups. We must also continue to carry out post-disaster reconstruction in Dingri County.
Xi Jinping emphasized that to do a good job in Tibet, we must unswervingly uphold the leadership of the Party and strengthen Party building. We must tirelessly use Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era to forge unity of mind and soul, and guide cadres and the general public of all ethnic groups to heed the Party’s words and follow its lead. We must vigorously carry forward the “Old Tibet Spirit,” “ Two routes ” We must uphold the principle of combining strict governance with heartfelt care, and balancing incentives with constraints, to inspire Party members, cadres, and all types of talent to strive for progress and take on responsibilities.
