The Political Bureau of the CPC Central Committee Held a Meeting, Presided Over by Xi Jinping, General Secretary of the CPC Central Committee

On February 27, the Political Bureau of the CPC Central Committee held a meeting to deliberate the draft Outline of the 15th Five-Year Plan for National Economic and Social Development of the People’s Republic of China, which the State Council intends to submit to the Fourth Session of the 14th National People’s Congress for review, as well as the draft Report on the Work of the Government, which is to be considered at the same session. The meeting was presided over by Xi Jinping, General Secretary of the CPC Central Committee.
The meeting noted that the 14th Five-Year Plan period has been an exceptionally unusual and extraordinary chapter in China’s development. Faced with a complex and volatile international landscape and daunting domestic tasks related to reform, development, and stability, the Party Central Committee with Comrade Xi Jinping at its core has united and led the entire Party and all ethnic groups across the country in rising to challenges and forging ahead with unyielding determination. China has withstood the severe impact of the century-old pandemic, effectively addressed a series of major risks and challenges, and achieved new and significant accomplishments in the cause of the Party and the country. After five years of sustained effort, the main goals and tasks set forth in the 14th Five-Year Plan have been successfully accomplished; China’s economic strength, scientific and technological prowess, and overall national power have all reached new heights; Chinese-style modernization has taken new, solid steps; and the new journey toward the Second Centenary Goal has gotten off to a strong start.
The meeting held that the 15th Five-Year Plan period will be a crucial phase for consolidating the foundations and making all-round, concerted efforts to basically achieve socialist modernization. Under the leadership of the Party Central Committee, scientifically formulating and implementing the Outline of the 15th Five-Year Plan, striving to consolidate and expand our strengths, remove bottlenecks and constraints, and address shortcomings and weak links, will be of great significance in promoting high-quality economic and social development in China and laying an even more solid foundation for the basic achievement of socialist modernization.
The meeting emphasized that, in advancing economic and social development during the 15th Five-Year Plan period, it is imperative to fully implement Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, thoroughly carry out the spirit of the 20th National Congress of the Party and all subsequent plenary sessions of the 20th Central Committee, earnestly follow the arrangements made at the Fourth Plenary Session of the 20th Central Committee, and focus on comprehensively building a modern socialist country in all respects and achieving the Second Centenary Goal. We must advance the great rejuvenation of the Chinese nation through Chinese-style modernization, coordinate and promote the “five-sphere integrated plan,” synergistically advance the “four-pronged comprehensive strategy,” balance domestic and international contexts, fully, accurately, and comprehensively apply the new development philosophy, accelerate the establishment of a new development pattern, adhere to the general principle of seeking progress while maintaining stability, keep economic development as the central task, take high-quality development as the theme, regard reform and innovation as the fundamental driving force, aim to meet the people’s ever-growing needs for a better life as the ultimate goal, and ensure that full and rigorous governance of the Party serves as the fundamental guarantee. In this way, we will promote both qualitative improvement and reasonable quantitative growth in the economy, make solid strides in the all-round development of individuals and the common prosperity of all the people, and ensure decisive progress in basically achieving socialist modernization.
The meeting called for the full exercise of democracy and the pooling of collective wisdom to broadly build consensus during the review of the draft Outline of the 15th Five-Year Plan at the Fourth Session of the 14th National People’s Congress and its deliberation at the Fourth Session of the 14th National Committee of the Chinese People’s Political Consultative Conference.
The meeting pointed out that, to deliver a successful performance in this year’s government work, we must operate under the strong leadership of the Party Central Committee with Comrade Xi Jinping at its core, be guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, thoroughly implement the spirit of the 20th National Congress of the Party and all subsequent plenary sessions of the 20th CPC Central Committee, earnestly carry out the arrangements made at the Fourth Plenary Session of the 20th CPC Central Committee and the Central Economic Work Conference, fully, accurately, and comprehensively apply the new development philosophy, accelerate the establishment of a new development pattern, focus on promoting high-quality development, adhere to the general principle of seeking progress while maintaining stability, coordinate the domestic and international contexts, better balance development and security, implement more proactive and effective macro policies, enhance the forward-looking, targeted, and coordinated nature of these policies, continuously expand domestic demand and optimize supply, improve incremental growth while revitalizing existing stock, develop new-quality productive forces in light of local conditions, deepen the construction of a unified national market, persistently guard against and defuse risks in key areas, focus on stabilizing employment, enterprises, markets, and expectations, promote both qualitative improvement and reasonable quantitative growth of the economy, maintain social harmony and stability, and ensure a strong start to the 15th Five-Year Plan period.
The meeting emphasized the need to continue implementing a more proactive fiscal policy and a moderately accommodative monetary policy, while strengthening coordination between reform measures and macroeconomic policies. It called for vigorous efforts to build a robust domestic market, accelerate the cultivation and expansion of new drivers of growth, and expedite progress toward high-level scientific and technological self-reliance and strength. The meeting also underscored the importance of deepening reforms in key areas, further expanding high-standard opening-up, making solid strides in the all-round revitalization of rural areas, and promoting new urbanization and balanced regional development. In addition, it stressed the need to provide stronger guarantees and improvements for people’s livelihoods, speed up the comprehensive green transition, and strengthen risk prevention and resolution in key areas as well as capacity-building for security. Finally, the meeting highlighted the imperative of strengthening government self-improvement and firmly establishing and practicing a correct view of political achievements.
