Xi Jinping Welcomes the Spring Festival with Non-CPC Figures

As the Spring Festival of the Year of the Horse—Bingwu—is fast approaching, on the afternoon of January 11, Xi Jinping, General Secretary of the CPC Central Committee, President of the People’s Republic of China, and Chairman of the Central Military Commission, convened a festive gathering at the Great Hall of the People with leaders of the central committees of the democratic parties, heads of the All-China Federation of Industry and Commerce, and representatives of non-affiliates to jointly celebrate the New Year. On behalf of the CPC Central Committee, Xi extended sincere greetings and best wishes to the democratic parties, the Federation of Industry and Commerce, non-affiliates, and all members of the United Front.
Wang Huning, a member of the Standing Committee of the Political Bureau of the CPC Central Committee and Chairman of the National Committee of the Chinese People’s Political Consultative Conference; Cai Qi, a member of the Standing Committee of the Political Bureau of the CPC Central Committee and Director of the General Office of the CPC Central Committee; and Ding Xuexiang, a member of the Standing Committee of the Political Bureau of the CPC Central Committee and Vice Premier of the State Council, attended the meeting.
Zheng Jianbang, Chairman of the Central Committee of the Revolutionary Committee of the Chinese Kuomintang; Ding Zhongli, Chairman of the Central Committee of the China Democratic League; Qin Boyong, Executive Vice Chairman of the Central Committee of the China Association for Promoting Democracy; Cai Dafeng, Chairman of the Central Committee of the China Association for Promoting Democracy; He Wei, Chairman of the Central Committee of the Agricultural Workers’ Party of China; Jiang Zuojun, Chairman of the Central Committee of the China Zhi Gong Party; Wu Weihua, Chairman of the Central Committee of the Jiusan Society; Su Hui, Chairman of the Central Committee of the Taiwan Democratic Self-Government League; Gao Yunlong, Chairman of the All-China Federation of Industry and Commerce; and representatives of non-affiliates, including Zhou Zhonghe and Wang Meixiang, were invited to attend. Also in attendance were He Houhua and Leung Chun-ying, Vice Chairpersons of the National Committee of the Chinese People’s Political Consultative Conference, as well as former chairpersons, first vice chairpersons, and executive vice chairpersons of the central committees of the various democratic parties and the All-China Federation of Industry and Commerce who have since retired from leadership positions.
He Wei delivered a speech on behalf of the central committees of the democratic parties, the All-China Federation of Industry and Commerce, and non-affiliates. He stated that in 2025, the CPC Central Committee with Comrade Xi Jinping at its core has united and led the entire Party and all ethnic groups across the country to forge ahead amid turbulent conditions and overcome formidable challenges, thereby successfully accomplishing the goals and tasks set forth in the 14th Five-Year Plan and propelling the cause of the Party and the country to new major achievements. In the year ahead, the democratic parties, the Federation of Industry and Commerce, and non-affiliates should rally even more closely around the CPC Central Committee with Comrade Xi Jinping at its core, focus on the formulation and implementation of the 15th Five-Year Plan, actively offer advice and suggestions, and strive to make contributions to opening up a new stage in the development of Chinese modernization.
After hearing He Wei’s address, Xi Jinping delivered an important speech. He emphasized that 2025 is a truly extraordinary year. In the face of profound and complex changes in both the domestic and international situations, the CPC Central Committee has united and led the entire Party and all the people of China’s various ethnic groups to rise to challenges and strive with determination, successfully accomplishing the major goals and tasks for economic and social development. The Fourth Plenary Session of the 20th CPC Central Committee was convened to map out the blueprint for development during the 15th Five-Year Plan period. A grand commemoration was held to mark the 80th anniversary of the victory of the Chinese People’s War of Resistance Against Japanese Aggression and the World Anti-Fascist War; Taiwan Restoration Day was established; and the 60th anniversary of the founding of the Tibet Autonomous Region and the 70th anniversary of the founding of the Xinjiang Uygur Autonomous Region were celebrated. By unswervingly implementing the new development philosophy and promoting high-quality development, while further comprehensively deepening reform, China’s economy has pressed forward under pressure and continued to develop in new directions and toward higher quality. Efforts to strengthen people’s livelihoods have been continuously intensified, and solid progress has been made in advancing socialist democracy and the rule of law, cultural development, ecological civilization, and national defense and military building, thereby maintaining overall social stability. A global governance initiative has been put forward, and active efforts are being made to build a community with a shared future for mankind. Thorough study and education on thoroughly implementing the spirit of the CPC Central Committee’s Eight-Point Decision on Improving Conduct have been carried out, yielding remarkable results in improving conduct and combating corruption. After five years of unremitting endeavor, the 14th Five-Year Plan has come to a successful close, elevating China’s economic strength, scientific and technological strength, national defense strength, and overall national strength to a new level, and marking new, solid steps in the pursuit of Chinese modernization. These achievements have not come easily; they are the result of the strong leadership of the Communist Party of China and the joint efforts of all the people of China’s various ethnic groups, including the non-CPC political parties, the All-China Federation of Industry and Commerce, and non-affiliates.
Xi Jinping pointed out that over the past year, the cause of multi-party cooperation has achieved fruitful results. The central committees of the non-CPC political parties and non-affiliates have earnestly implemented the decisions and arrangements of the CPC Central Committee, carried out in-depth thematic education on “Studying Regulations, Strengthening Work Style, and Cultivating a Positive Image,” and actively offered advice and suggestions on key and difficult issues related to economic and social development, thereby making new contributions to the cause of the Party and the country. The All-China Federation of Industry and Commerce has also done a great deal of work to promote the “two healths.” On behalf of the CPC Central Committee, he expressed heartfelt gratitude to all.
Xi Jinping emphasized that 2026 marks the beginning of the 15th Five-Year Plan period, and expressed the hope that all democratic parties, the All-China Federation of Industry and Commerce, and non-affiliates will closely focus on implementing the decisions and arrangements of the CPC Central Committee, conscientiously perform their duties, and strive to achieve new accomplishments. First, we must strengthen political guidance and pool strength for unity and common endeavor. We should unremittingly use Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era to forge hearts and souls, thoroughly study and implement the spirit of the Fourth Plenary Session of the 20th CPC Central Committee, and always think, stand, and work together with the Communist Party of China. The All-China Federation of Industry and Commerce should guide private-sector entrepreneurs in bolstering their confidence in development and pursuing high-quality growth. Second, we must focus on the central tasks and serve the overall situation, striving to contribute to the development during the 15th Five-Year Plan period. We need to intensify investigation and research to provide more pragmatic and effective advice for the CPC Central Committee’s scientific decision-making. We should also earnestly organize and carry out democratic oversight over ecological protection and high-quality development in the Yellow River Basin. Third, we must effectively strengthen our own development to better showcase the new image of socialist parties with Chinese characteristics and their role as participating forces in state governance. We should reinforce leadership-team building, emphasize the quality of member recruitment, rigorously uphold integrity and discipline, and consolidate and improve the favorable political environment. We must deepen the process of political handover to ensure that the cause of multi-party cooperation remains vibrant and dynamic.
