Xi Jinping Issues Important Instructions Emphasizing the Need to Unswervingly Implement the Spirit of the CPC Central Committee’s Eight-Point Decision on Improving Conduct and to Promote the Institutionalization and Long-Term Effectiveness of Style-of-Work Improvement

Recently, Xi Jinping, General Secretary of the CPC Central Committee, President of the People’s Republic of China, and Chairman of the Central Military Commission, issued important instructions emphasizing that the Party’s style of work is its very image, bearing on the people’s support or opposition and on the Party’s very survival. It is imperative to continue rigorously implementing the spirit of the CPC Central Committee’s Eight-Point Decision on Improving Conduct, to make even greater efforts to strengthen Party building, to forge a contingent of Party members who are pure in political character and strictly disciplined, and to ensure that our Party always lives up to the expectations of the people and unites and leads them in successfully fulfilling the historic mission entrusted to it.
Xi Jinping pointed out that the recent campaign to thoroughly implement the spirit of the CPC Central Committee’s Eight-Point Decision on Improving Conduct has been carried out in a coordinated manner that integrates study, inspection, and rectification; has been consistently pursued from top to bottom; has steadfastly maintained a rigorous approach; and has been organized and implemented in a pragmatic and targeted way. As a result, the work has been conducted in a solid and thorough manner and has yielded significant results.
Xi Jinping emphasized that the “four undesirable work styles” are deeply entrenched and prone to recurrence, necessitating unwavering determination and perseverance in waging both decisive battles and protracted campaigns to steadfastly implement the spirit of the Central Committee’s Eight-Point Decision on Improving Conduct, and to institutionalize and sustain improvements in conduct. Only by fostering a fine style of work that unites hearts and gathers strength and by pursuing concrete, pragmatic action can we continuously open up new prospects for the development of our cause. It is essential to enhance the pertinence and effectiveness of education on conduct, with particular emphasis on educating and guiding newly promoted cadres, young cadres, and those holding key positions. We must establish and improve mechanisms for routinely identifying and resolving problems, rigorously carrying out rectification and remediation, and consistently sending a strong signal of unwavering commitment and strict enforcement. We need to strengthen oversight and disciplinary enforcement, ensure robust day-to-day supervision by Party organizations, effectively harness the role of public oversight, and promptly investigate and severely punish any violations committed in defiance of regulations. Finally, we must fulfill the political responsibility for improving conduct, hold ourselves strictly accountable and exercise tight control over those under our jurisdiction, forge a solid work style through ironclad rules, and encourage Party members and cadres to engage in pioneering work, take on responsibilities, and deliver benefits to the people.
On August 29, the Leading Group for Party Building under the CPC Central Committee convened a meeting to convey General Secretary Xi Jinping’s important instructions, review the study and education campaign on thoroughly implementing the spirit of the CPC Central Committee’s Eight-Point Decision on Improving Conduct, and deliberate and deploy measures to consolidate and expand the achievements of this campaign, steadfastly enforce the spirit of the Eight-Point Decision, and promote the institutionalization and long-term effectiveness of efforts to improve conduct. Cai Qi, a member of the Standing Committee of the Political Bureau of the CPC Central Committee and head of the Leading Group for Party Building, presided over the meeting and delivered a speech; Li Xi, also a member of the Standing Committee of the Political Bureau of the CPC Central Committee and deputy head of the Leading Group for Party Building, attended the meeting and spoke.
The meeting emphasized that General Secretary Xi Jinping has once again issued important instructions on improving conduct, further underscoring the vital urgency of formulating and implementing the CPC Central Committee’s Eight-Point Decision on Improving Conduct and strengthening the Party’s style of work. The meeting fully affirmed the achievements of the study-and-education campaign and set forth clear requirements for consolidating and expanding these achievements, steadfastly upholding the spirit of the Eight-Point Decision, and advancing the institutionalization and long-term effectiveness of efforts to improve conduct. These directives are of great significance for the entire Party in adapting to the new circumstances and tasks of the new era and new journey, strengthening conduct, and deepening the comprehensive and strict governance of the Party. The entire Party must earnestly study, thoroughly understand, and comprehensively implement General Secretary Xi Jinping’s important instructions.
The meeting noted that, under the strong leadership of the Party Central Committee with Comrade Xi Jinping at its core, the in-depth study and education campaign to thoroughly implement the spirit of the CPC Central Committee’s Eight-Point Decision on Improving Conduct has achieved remarkable results in comprehensively advancing learning, inspection, and rectification; earnestly addressing and resolving the salient problems of the “Four Winds” with real effort and decisive action; making up for institutional shortcomings in style-of-work development; and strengthening the enforcement of existing systems. These efforts have effectively met the anticipated objectives, with broad participation and enthusiastic support from the general public.
The meeting emphasized the need to thoroughly study and implement the spirit of General Secretary Xi Jinping’s important speeches and instructions, to deepen our understanding of style-of-work building from a higher political standpoint, and to firmly establish the mindset of consistently, thoroughly, and sustainably addressing this issue. We must strengthen education on style of work through diverse means, guide Party members and cadres to reinforce their theoretical grounding, build a solid ideological bulwark, and consciously cultivate good habits of strictly observing the CPC Central Committee’s Eight-Point Decision on Improving Conduct and its detailed implementation rules. We must continuously rectify persistent problems in style of work, improve the mechanisms for the regular identification and resolution of such issues, enhance the penetrating power and effectiveness of oversight, and maintain unwavering vigilance and uncompromising resolve in tackling problems that require long-term, fundamental solutions. We should further advance the integrated investigation and treatment of misconduct and corruption, thereby eradicating the underlying conditions that give rise to the “Four Winds” problems. We must refine the systems and mechanisms for style-of-work building, rigorously enforce these systems, and effectively translate institutional achievements into enhanced governance effectiveness. We must uphold the principle of leading by example, strengthen strict management and governance, transmit pressure down through all levels, and ensure that all arrangements and requirements for style-of-work building are fully implemented.
