Xi Jinping: Fully implement the Party’s policy on governing Tibet in the new era and strive to build a new socialist modernized Tibet that is united, prosperous, civilized, harmonious, and beautiful.

On August 20, Xi Jinping, General Secretary of the CPC Central Committee, President of the People’s Republic of China, and Chairman of the Central Military Commission, who led the central delegation to attend the celebrations marking the 60th anniversary of the establishment of the Tibet Autonomous Region, heard a work report from the CPC Tibet Autonomous Regional Committee and the regional government. He emphasized that Tibet must comprehensively implement the Party’s policy on governing Tibet in the new era, adhere to the general principle of seeking progress while maintaining stability, fully, accurately, and comprehensively apply the new development philosophy, solidly promote high-quality development, and continue to make sustained and in-depth efforts to deliver on the four major priorities of stability, development, ecological conservation, and strengthening border areas, so as to strive to build a new socialist modernized Tibet that is united, prosperous, civilized, harmonious, and beautiful.
Xi Jinping pointed out that, over the past 60 years since the establishment of the Tibet Autonomous Region, under the strong leadership of the Party Central Committee and with the vigorous support of the people across the country, the regional Party committee and government have united and led all ethnic groups in the region in working hard and forging ahead, steadfastly upholding and improving the system of regional ethnic autonomy, conducting in-depth struggles against separatism, and achieving remarkable and globally recognized accomplishments in economic and social development. As a result, the snowy plateau has undergone earth-shattering changes, and, in step with the rest of the country, Tibet has, as scheduled, built a moderately prosperous society in all respects and embarked on a new journey toward fully building a modern socialist country. On behalf of the Party Central Committee, he extended warm congratulations and sincere greetings to cadres and the general public of all ethnic groups in Tibet.
Xi Jinping emphasized that, in governing, stabilizing, and developing Tibet, the top priority is to ensure political stability, social harmony, ethnic unity, and religious concord. It is essential to further forge a strong sense of community for the Chinese nation and advance the building of this community; to intensify publicity and education on the history of the Party, the history of the People’s Republic of China, the history of reform and opening-up, the history of socialist development, and the history of the Chinese nation; to widely publicize the remarkable achievements of the Tibet Autonomous Region over the past 60 years; to tell compelling stories of Tibet in the new era; and to guide cadres and the general public of all ethnic groups in continuously strengthening their “five forms of identification.” We must actively work to establish Tibet as a national model area for ethnic unity and progress, promote the widespread use of the standard spoken and written Chinese language, facilitate greater interaction, exchange, and integration among all ethnic groups, and boost two-way exchanges between Tibet and the rest of the country in the economic, cultural, and personnel spheres. In accordance with the requirements of systematically advancing the sinicization of religion in China and strengthening the rule-of-law-based governance of religious affairs, we must guide Tibetan Buddhism to adapt to socialist society. Moreover, we need to strengthen Party leadership, improve the systems and mechanisms for social work, better mobilize resources to serve the people, and consolidate the foundation of social governance.
Xi Jinping pointed out that Tibet’s development has its own distinctive features and must be advanced in a manner that is grounded in reality and oriented toward high-quality growth. It is essential to develop plateau-specific industries with comparative advantages in light of local conditions, with particular emphasis on specialty agriculture and animal husbandry and the clean-energy sector; to continuously expand resource-processing industries; to vigorously develop modern services; and to promote the integrated development of culture and tourism. Major projects such as the Yarlung Zangbo Hydropower Project and the Sichuan–Tibet Railway should be advanced in a robust, orderly, and effective manner. Efforts to build an ecological civilization must be strengthened, with coordinated progress made in reducing carbon emissions, curbing pollution, expanding green cover, and fostering economic growth, so as to safeguard the “Roof of the World” and the “Water Tower of Asia.” We must comprehensively advance new urbanization and the all-round revitalization of rural areas, consolidate and expand the achievements made in poverty alleviation, and deliver solid results in areas such as employment, education, healthcare, social security, elderly care, and childcare, thereby further enhancing the sense of gain, happiness, and security among all ethnic groups. Work to carry out post-disaster reconstruction in Dingri County should also continue.
Xi Jinping emphasized that to do a good job in Tibet, we must unswervingly uphold the leadership of the Party and strengthen Party building. We must tirelessly use Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era to unite hearts and forge souls, guiding cadres and the general public of all ethnic groups to heed the Party’s words and follow its lead. We must vigorously carry forward the “Old Tibet Spirit” and the “Two Roads” Spirit, adhere to the principle of combining strict management with heartfelt care and giving equal weight to incentives and constraints, and inspire Party members, cadres, and all types of talent to strive for progress and take on responsibilities. At the same time, we must implement various measures of care and concern to help alleviate their worries and enable them to focus on their work. We must give full play to the role of primary-level Party organizations as strong bastions. We should make good use of the achievements and experience gained from in-depth study and education on the spirit of the Central Committee’s Eight-Point Decision on Improving Conduct, and improve the mechanisms for ensuring that style-of-work improvement becomes routine and sustainable. We must conscientiously fulfill our political responsibility for exercising full and rigorous self-governance, integrate efforts to promote sound conduct, enforce discipline, and combat corruption, and advance in a coordinated way the goals of making officials dare not be corrupt, unable to be corrupt, and unwilling to be corrupt, so as to foster a clean and upright political environment.
