Xi Jinping Has Issued Important Instructions on the Work of Party Schools (Administrative Institutes), Emphasizing Adherence to the Principle That Party Schools Are Affiliated with the Party, Keeping Firmly in Mind the Original Aspiration of Party Schools, and Better Cultivating Talents for the Party and Offering Strategic Advice to the Party.


On September 28, Xi Jinping, General Secretary of the CPC Central Committee, President of the People’s Republic of China, and Chairman of the Central Military Commission, issued important instructions on the work of Party schools (and administrative colleges), noting that since the 18th National Congress of the CPC, Party schools (and administrative colleges) at all levels have thoroughly implemented the decisions and arrangements of the CPC Central Committee, conscientiously fulfilled their duties and responsibilities, continuously enhanced the quality of teaching and research, and achieved new progress and results in all areas of their work.
Xi Jinping emphasized that, on the new journey ahead, party schools (and administrative colleges) at all levels must adhere to Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era as their guiding principle, uphold the principle that party schools are first and foremost organs of the Party, keep firmly in mind the original aspiration and mission of party schools, and better cultivate talent for the Party and offer policy advice to the Party. They should deepen teaching reform, place greater emphasis on education in Party theory, Party spirit, and the skills needed to perform official duties, and enhance the pertinence and effectiveness of education and training. They should strengthen theoretical research and interpretation of the Party’s innovative theoretical system and fully leverage their role as think tanks. They must practice strict governance and quality-driven development, bolster the ranks of cadres and teachers, tighten management and oversight of trainees, and make concerted efforts to raise the standard of running and administering these institutions. Party committees at all levels should strengthen organizational leadership, pool resources and strengths, provide robust support and guarantees, and promote the high-quality development of the cause of party schools (and administrative colleges) in the new era.
The National Conference on Party Schools (Administrative Institutes) was held in Beijing on September 28. At the conference, Chen Xi, President of the Central Party School (National Academy of Governance), conveyed and elaborated on General Secretary Xi Jinping’s important instructions, stressing the need to thoroughly study and implement the spirit of these instructions, comprehensively learn and grasp General Secretary Xi’s important expositions on the work of party schools, more consciously uphold the principle that party schools are first and foremost organs of the Party, steadfastly adhere to the overarching requirement of staying true to the original aspiration of party schools, and consistently pursue high-quality talent development and high-level policy advice. The focus should be on basic training, with particular emphasis on training for cadres and Party members; on strengthening the study of the Party’s innovative theories in close alignment with the central themes and main lines; and on comprehensively advancing strict governance and quality-driven development of the institutions. Furthermore, organizational guarantees must be strengthened to foster a new pattern of training.
Leading officials from five provincial Party schools (or administrative colleges)—namely those in Inner Mongolia, Shanxi, Zhejiang, Fujian, and Guizhou—as well as from the Central Party School’s branch for central and state organs and its branch for the State-owned Assets Supervision and Administration Commission of the State Council, delivered exchange speeches.
Leading officials from relevant departments of the central and state organs, as well as leading officials from the Party School of the Central Party School (National Academy of Governance) and the Party Schools (Academies of Governance) of the Party committees of all provinces, autonomous regions, municipalities directly under the central government, sub-provincial cities, and the Xinjiang Production and Construction Corps, attended the meeting.
