On the 24th, Xi Jinping, General Secretary of the CPC Central Committee, President of the People’s Republic of China, and Chairman of the Central Military Commission, who led the central delegation to attend the celebrations marking the 70th anniversary of the founding of the Xinjiang Uygur Autonomous Region, heard a work report from the CPC Xinjiang Regional Committee and the regional government. He emphasized that Xinjiang must fully, accurately, and comprehensively implement the Party’s policy on governing Xinjiang in the new era, adhere to the general principle of seeking progress while maintaining stability, coordinate development with security, and steadfastly focus on the overarching goal of social stability and long-term peace and security. Furthermore, Xinjiang should center its efforts on forging a strong sense of community among the Chinese nation and advancing the building of the Chinese national community, firmly anchor itself to the “five major strategic positions” assigned by the central authorities, pool wisdom and strength, persevere over the long term, and strive to build a socialist modernized Xinjiang that is united and harmonious, prosperous and affluent, civilized and progressive, characterized by stable living conditions and a good ecological environment.
Xi Jinping pointed out that, over the past 70 years since the establishment of the Xinjiang Uygur Autonomous Region, under the strong leadership of the Party Central Committee and with the vigorous support of the people across the country, the regional Party committee and government have united and led cadres and the general public of all ethnic groups in the region to steadfastly safeguard national unity, ethnic solidarity, and social stability, while continuously promoting economic and social development. As a result, Xinjiang has undergone earth-shattering changes, and, like the rest of the country, has achieved moderate prosperity in all respects as scheduled and embarked on a new journey toward fully building a modern socialist country. On behalf of the Party Central Committee, he extended warm congratulations and sincere greetings to cadres and the general public of all ethnic groups in Xinjiang.
Xi Jinping emphasized the need to ground efforts in Xinjiang’s resource endowments and industrial base, and to actively explore a path of high-quality development that is well-suited to the region’s unique characteristics. It is essential to steadfastly develop industries with distinctive advantages and foster competitive industrial clusters. Deep integration between technological innovation and industrial innovation should be strengthened, and new forms of productive forces should be developed in accordance with local conditions. Efforts must be intensified to integrate culture and tourism, thereby boosting the growth of the cultural and tourism sector. At the same time, ecological system protection and restoration should be reinforced to promote a comprehensive green transformation of economic and social development. The construction of the core area of the Silk Road Economic Belt should be accelerated to play an even greater role in facilitating both domestic and international dual circulation. Ensuring and improving people’s livelihoods must be given top priority; achievements in poverty alleviation should be consolidated and expanded, social programs should be vigorously developed, and all ethnic groups should be encouraged to participate broadly in the development process and share in its fruits.
Xi Jinping pointed out that every effort must be made to safeguard overall social stability in Xinjiang. We must steadfastly focus on strengthening the grassroots, consolidating the foundation, and reinforcing the fundamental underpinnings, thereby building a solid people’s defense line against terrorism and for maintaining stability. We should forge a strong sense of community among the Chinese nation and advance the building of this community; promote the sinicization of religions in China; strengthen cultural initiatives to enrich and nurture Xinjiang; emphasize education through culture; and guide cadres and the general public of all ethnic groups in cultivating correct views on the state, history, ethnicity, culture, and religion.
Xi Jinping emphasized that strengthening the Party’s leadership and Party building is the fundamental guarantee for advancing Xinjiang’s modernization. It is essential to continuously strengthen theoretical education and use Thought on Socialism with Chinese Characteristics for a New Era to unite hearts and forge souls. We must regard maintaining stability and promoting development as a major classroom for cultivating and training cadres, enabling them to hone their resolve to brave hardships and overcome difficulties in practical work, and enhancing their ability to unite with and serve the people and to manage complex situations. We should comprehensively strengthen grassroots organizations, bolstering the political and organizational functions of grassroots Party organizations. We must consolidate and deepen the achievements of study and education on the spirit of the Central Committee’s Eight-Point Decision on Improving Conduct, improve the long-term mechanisms for upholding proper conduct, enforcing discipline, and combating corruption, and foster a clean and upright political environment.
Xi Jinping pointed out that the XPCC is an important strategic force for realizing the CPC Central Committee’s overarching goals for work in Xinjiang. It is necessary to deepen reform of the XPCC and explore a path of high-quality development that is well-suited to the XPCC’s actual conditions and highlights its distinctive characteristics.
Chen Xiaojiang, Secretary of the CPC Xinjiang Uygur Autonomous Region Committee, delivered a report on the work of the Regional Party Committee and the Regional Government. Ailken Tuniyaz, Chairman of the People’s Government of the Xinjiang Uygur Autonomous Region; Zhumetiyi Wubuli, Director of the Standing Committee of the Regional People’s Congress; Nurlan Abudumajin, Chairman of the Regional Committee of the Chinese People’s Political Consultative Conference; and He Zhongyou, Political Commissar of the Xinjiang Production and Construction Corps, attended the briefing.
