The Political Bureau of the CPC Central Committee Held a Meeting, Presided Over by Xi Jinping, General Secretary of the CPC Central Committee


On December 8, the Political Bureau of the CPC Central Committee held a meeting to analyze and study economic work for 2026 and to review the Regulations on the CPC’s Leadership over All Work Related to Governing the Country According to Law. The meeting was presided over by Xi Jinping, General Secretary of the CPC Central Committee.
The meeting concluded that this year is of great significance in the process of Chinese modernization. Under the strong leadership of the Party Central Committee with Comrade Xi Jinping at its core, the Party and the people of all ethnic groups across the country have risen to challenges and strived vigorously, coordinated domestic and international priorities, and implemented more proactive and effective macro policies, ensuring the smooth achievement of the major goals for economic and social development. Overall, China’s economy has maintained stable performance with steady progress; new-quality productive forces have grown steadily; reform and opening-up have taken new steps; positive progress has been made in defusing risks in key areas; efforts to safeguard people’s livelihoods have been strengthened; and overall social stability has been maintained. Over the past five years, we have effectively responded to various shocks and challenges, resulting in marked improvements in China’s hard power—covering the economy, science and technology, and national defense—and its soft power—encompassing culture, institutions, and diplomacy. The 14th Five-Year Plan is on track to conclude successfully, and the new journey toward the Second Centenary Goal has gotten off to a good start.
The meeting emphasized that, in order to deliver strong economic performance next year, we must be guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, thoroughly implement the spirit of the 20th National Congress of the Communist Party of China and all plenary sessions of the 20th CPC Central Committee, fully, accurately, and comprehensively apply the new development philosophy, accelerate the establishment of a new development pattern, focus on promoting high-quality development, adhere to the general principle of seeking progress while maintaining stability, better coordinate domestic economic work with international economic and trade struggles, better balance development and security, implement more proactive and effective macro policies, enhance the forward-looking nature, targeted approach, and synergy of these policies, continuously expand domestic demand and optimize supply, improve incremental growth while revitalizing existing stock, develop new-quality productive forces tailored to local conditions, deepen the construction of a unified national market, persistently guard against and defuse risks in key areas, focus on stabilizing employment, enterprises, markets, and expectations, promote both qualitative improvement and reasonable quantitative growth of the economy, maintain social harmony and stability, and ensure a strong start to the 15th Five-Year Plan period.
The meeting emphasized that next year’s economic work should uphold the principle of seeking progress while maintaining stability, with a focus on improving quality and increasing efficiency. It called for the continued implementation of a more proactive fiscal policy and a moderately accommodative monetary policy, leveraging the synergistic effects of both existing and new policies, strengthening counter-cyclical and cross-cycle adjustments, and effectively enhancing the effectiveness of macroeconomic governance. Specifically, it is essential to prioritize domestic demand in driving growth and build a robust domestic market; to harness innovation as the engine of development and accelerate the cultivation and expansion of new drivers of growth; to deepen reform and tackle tough challenges to bolster the momentum and vitality of high-quality development; to further open up to the outside world and promote win-win cooperation across multiple sectors; to pursue coordinated development and foster greater integration between urban and rural areas as well as stronger regional linkages; to let the “dual carbon” goals guide the way and advance a comprehensive green transition; to put people’s wellbeing first and deliver concrete benefits to the public; and to firmly safeguard the bottom line while proactively and prudently defusing risks in key areas.
The meeting emphasized the need to strengthen Party leadership, particularly the centralized and unified leadership of the Party Central Committee. It called for fostering and practicing a correct outlook on performance in governance, tailoring economic policies to local conditions, and achieving high-quality, sustainable development. It also stressed the importance of properly formulating the national and local 15th Five-Year Plans as well as sector-specific plans. Furthermore, it underscored the need to ensure adequate supplies of essential livelihood goods at the turn of the year, show concern for the production and daily lives of vulnerable groups, resolve outstanding payments owed to enterprises and unpaid wages of rural migrant workers, and safeguard the basic living standards of the people. Finally, it urged that workplace safety be rigorously managed with a constant sense of responsibility and vigilance, and that serious and extremely serious accidents be firmly prevented and contained.
The meeting noted that the formulation of the Regulations on the CPC’s Leadership over All Work Related to Governing the Country According to Law is of great significance for further enhancing the scientific, institutional, and standardized nature of the Party’s leadership over all work related to governing the country according to law, for building a more complete socialist rule-of-law system with Chinese characteristics, and for building a socialist country under the rule of law at a higher level.
The meeting emphasized the need to uphold and strengthen Party leadership, ensuring that the Party leads legislation, safeguards law enforcement, supports the judiciary, and sets an example in observing the law, thereby raising the level of governing the country and exercising power in accordance with the law. It called for the comprehensive implementation of Xi Jinping’s Thought on the Rule of Law, steadfast adherence to the correct political direction in advancing the rule of law across the board, firm confidence in the rule of law, and unwavering commitment to the path of socialist rule of law with Chinese characteristics. The meeting urged leading cadres at all levels to enhance their respect for and reverence of the rule of law, to coordinate efforts to promote scientific legislation, strict law enforcement, impartial administration of justice, and universal compliance with the law, and to comprehensively advance the rule-of-law-based governance of all aspects of state affairs, thus providing robust legal guarantees for fully advancing the great cause of building a modern socialist country and achieving national rejuvenation through Chinese-style modernization.
