Vietnam invites Chinese HRC AD review requests

Vietnam has opened a filing window for requests to review anti-dumping duties on hot-rolled coil imports from China, with the submission deadline set for 6 June, Kallanish notes.
Interested parties, including domestic producers, importers, HRC end-users and foreign exporters, may request adjustments to duty rates, product scope or a reassessment of market impact.
“It is highly likely that Hoa Phat and Formosa will file applications in this round,” a trader outside Vietnam said.
The review could result in two possible outcomes: the imposition of official anti-circumvention duties if circumvention is found, or termination of the investigation with no additional duties, allowing imports to continue under the current policy framework.

Vietnam previously imposed definitive anti-dumping duties on Chinese hot-rolled coil from 6 July 2025 for a period of five years. Duty rates currently range from 23.10% to 27.83%, depending on the producer/exporter, while the investigation into Indian HRC was terminated.
